Lebanese Support for Palestinians and Displaced Syrians: Ibrahim Awad’s Expansion

Ibrahim Awad – Expansion

The Acting Director General of Public Security, Elias Al-Bisari, indicated that he had received “members of the Palestinian Action Committee a few days ago, which includes representatives of 22 Palestinian factions, and each faction has its own authority, and I told them that Lebanon, to the exclusion of all other Arab countries, embraced the Palestinians with care and treated them as brothers, indeed, and upon them.” Save this favor and do everything possible to be a factor of reassurance and not a source of anxiety. The Lebanese state allowed you to acquire weapons, but to protect your camps from the Israeli enemy, not to fight among you.” Al-Baisari mentioned here how the Lebanese are the first to support the Palestinian cause. And they were marching in the demonstrations in support of them and chanting for the revolution, and he lived through that period in its details.

Major General Al-Bisari’s words left comfort to those he met, who began to send him text messages on his phone, and some of them thought that he would not hear such phrases from an official belonging to the Maronite community.

Regarding the file of the displaced Syrians and the “lost” between officials regarding it, Major General Al-Bisari said that the issue is undoubtedly thorny. There is the Syrian state that is not fully qualified to receive the displaced, especially the residents of the destroyed areas and the lack of infrastructure there, not to mention the deteriorating economic and living situation. Meanwhile, the European side, along with the Americans, refuse their return so as not to portray the matter as a recognition of President Bashar al-Assad or a victory for him. Lebanon, unfortunately, is a reality “in script”. Unless he insists on electing a president for the republic, organizing the state, and coming out with a unified political position, this file cannot reach an acceptable end.

With regard to the “data” that was recently released by the United Nations High Commissioner for Refugees, Maj. Gen. Al-Bisari states that this release is useful, “but it came after arduous meetings I held here in my office and our adherence to our strict position, which we clearly communicated to the UNHCR.”

Major General Al-Bisari reveals here that the efforts of the General Security managed to return thousands of displaced people voluntarily, but this is not enough if there is no clear decision in this regard.

Major General Al-Bisari confirms that the General Security grants the passport to the “necessary” quickly, and among them there are those who want to join their work or family or for medical and other reasons. However, we are doing our best to accommodate the applicants, knowing that there are thousands of passports that have not been received.

Major General Al-Bisari expresses his optimism about a complete solution to the passport problem, after it has been informed by an Arab country, willing to assist the “General Security”, its willingness to complete the printing of one million passports and bear its costs, provided that this is done in late August.
