Lebanese Parliamentary Health Committee Chairman proposes law for state of health emergency in case of rapid disease spread

The National News Agency reported that the Chairman of the Parliamentary Health Committee, Representative Bilal Abdullah, proposed a law related to declaring a state of health emergency in the event of a sudden and rapid spread of a disease in a geographical area above its usual rates in the region in question.
The law includes obligating all residents, whether on the entire Lebanese territory or in specific parts of it, to remain in their places of residence while taking all the exceptional measures referred to in Article Eight, taking into account the exceptions stipulated in this law.

Limiting the movements of people or groups of them, or restricting the practice of various activities, whether on the entire Lebanese territory or specific parts of it, by taking one or some of the exceptional measures referred to in Article Eight, taking into account the exceptions stipulated in this law.
According to Article Three, this law aims to regulate the declaration of a state of health emergency and define exceptional provisions and procedures related to the aim of protecting the health and lives of people and ensuring their safety as a result of the spread of infectious or epidemic diseases or an imminent threat to public health.

The law also included declaring and lifting the state of health emergency, while imposing a penalty of one-year imprisonment for anyone who violates the imposed measures.
