The Psychiatric Patient Care Law, ratified by President Abdel Fattah Al-Sisi and published in the Official Gazette, stipulated the formation of the National Council for Mental Health.

The law set criteria for selecting the National Council for Mental Health, which is formed by a decision of the Prime Minister and headed by the Minister of Health or a deputy, and the membership of 23 members divided as follows:

Minister of Health or Deputy Minister of Health as chair.

Members:

Representative of the General Secretariat for Mental Health and Addiction Treatment.

Head of the Central Department of the Technical Secretariat of the National Council for Mental Health.

Head of the Central Department of Nursing at the Ministry of Health.

President of the Egyptian Psychiatric Association or his deputy.

A representative of the regional councils of mental health chosen by the minister.

President of the Egyptian Drug Authority.

Chairman of the Addiction and Abuse Treatment Council, Secretary General of University Hospitals.

General Director of the Department of a mental health hospital at the Ministry of Health.

The President of the State Council, one of his deputies, shall choose a member.

The Supreme Council of Universities chooses one of the heads of medical departments in Egyptian universities.

The Supreme Council of Universities selects a professor of clinical psychology in an Egyptian university.

The Public Prosecutor selects one of the first public defenders.

The Minister of Social Solidarity chooses a representative of the ministry with experience in social service.

The Minister of Justice selects a forensic doctor with experience in mental health.

The president of the National Council for Human Rights chooses a representative for the council.

The director of the Armed Forces Medical Services Department selects a psychiatrist in the armed forces, whose rank is not less than a colonel.

The Minister of Interior selects a psychiatrist at the Ministry of Interior, whose rank is not below a colonel.

The Minister of Interior selects a social worker working in the field of mental health, a representative of the public security sector.

The president of the General Federation of NGOs selects a representative of NGOs interested in mentally ill patients.

A representative of the Chamber of Health Care Service Providers in the private sector for mental health hospitals.

The Council may seek the assistance of whomever it deems appropriate from those with experience and specialization without having a counted vote in the deliberations, and the Council shall appoint a technical and secretarial secretariat for the Council and the Secretariat, and a decision is issued to organize their work by the Minister of Health and the Council meets once every 3 months at most or upon the request of its Chairman or one-third of the members .

Regarding the powers and competencies, the law stipulates that the National Council for Mental Health shall supervise regional mental health councils, follow up on the provisions of this law in mental health facilities, set up policies that ensure respect for the rights and safety of mental patients, publish periodic reports on its activities as determined by the executive regulations, and monitor Conditions of entry, detention and treatment of mental patients, and ensuring that they enjoy the guarantees and rights stipulated in the law.

The Council is also competent to decide on grievances against the decisions of the regional councils of mental health, and to set standards for licensing issued by the Ministry of Health to manage and operate facilities stipulated in the law, and the Council shall have a technical committee of specialized doctors to view patient records when necessary, and the Council undertakes the powers of the Regional Council for Mental Health stipulated in The law in the provinces in which no regional council has been formed.
