The “Promenade des Hauts” becomes “Le Grand Chemin”. This green belt project led by Paris, the Est Ensemble intercommunality (which brings together nine towns in Seine-Saint-Denis including Montreuil, Bagnolet and Bobigny), Fontenay-sous-Bois and Rosny-sous-Bois, is finally moving into its operational, with the key to a new extension of the initial route, and a change of name.
A series of public meetings were launched on the 16th but to introduce the inhabitants of Est Ensemble to this updated project, which will connect several parks over 55 kilometers of route, from the Buttes Chaumont in Paris to the Parc Montreau in Montreuil, passing through the Leisure island of the Corniche des Forts in Romainville or the Jean Moulin les Guilands park in Bagnolet. In the Est Ensemble intercommunality alone, 36 kilometers of roads will be partly debitumized and vegetated, with one or two rows of trees on each side. That is 14 kilometers more than in the initial project: the last two towns in the territory, Bobigny and Bondy, have finally validated extensions on their land.
First achievements this year
“We will finally be able to move on to its realization”, rejoices the mayor (PCF) of Montreuil and president of Est Ensemble Patrice Bessac. Tracks had been launched by the Paris Region Institute in the 1990s, but the first feasibility studies were not carried out until 2016. “We are already in the process of signing contracts with landscapers for a first 500 meter demonstrator section at Le Lilas,” he explains. The schedule should accelerate between 2024 and 2026, with the completion of the majority of the loop, between Bagnolet, Montreuil, Noisy-le-Sec, Pantin and Romainville. By 2032, the entire route should be completed.
However, two questions remain unanswered. On the one hand, about a quarter of the linear on the territory is on departmental roads, and discussions are underway with Seine-Saint-Denis to find an agreement. On the other hand, the funding is not yet complete. If the intermunicipal authority has included 25 million euros for this project in its Multiannual Investment Plan (PPI), this only represents a little more than half of the local cost. It is therefore now turning to other public partners, such as the Métropole du Grand Paris, to complete the budget. But Patrice Bessac did not want to wait.
A path of freshness
“The WHO recommends 12 square meters of vegetation per inhabitant, we only have six. The consequence is direct: the temperature is two degrees higher in Paris than in the inner suburbs. However, in our country, there is only a little land available, so roads appear to be the quickest solution to create islands, and here a path, of freshness. »
Le Grand Chemin is a continuation of the Plan Arbres d’Est Ensemble, which aims to plant 20,000 trees by 2026. The two combined projects will have cost the territory 55 million euros.
