Lawyer Tirso Vargas: “Walter Aduviri’s only path is vacancy” | EDITION

On December 18, 2020, the still regional governor of Puno, Walter Aduviri, asked the president of the Regional Council, Walter Mamani, to nullify the agreement that suspends him from office and, in addition, to restore his credential as such. This decision, obviously, must be taken by the full legislature.

However, for the lawyer and specialist in public management, Tirso Vargas, it is an impossible; Therefore, the situation of the former leader of the southern zone of the Puno region, qualifies in all its extremes to be vacated. “It seems to me that he is poorly advised, the discussion is not whether the Council makes a political decision on the case, the National Elections Jury (JNE) could even adopt the figure of vacating it ex officio”, said the lawyer.

“The cause of vacancy is given, there is nothing to discuss, for the good of the region these vain attempts should be put aside”, he remarked.

According to Vargas’ projections, sooner rather than later, Aduviri will be vacated and Agustín Luque, will assume functions as official regional governor and will be the one who ends the current administration. “In my modest opinion, both should sit down to talk and establish agreements to propose solutions from now on, it is a political organization that must show a capacity for consensus, in order to move the Puno region forward”, said the former deputy.

On this issue, the regional councilor for the province of Puno, Vidal Flores, indicated instead that the plenary session of the Council should reestablish the credential of Walter Aduviri and in this way, he should return to occupy the Regional Chair. “We are convinced that this will be the case”he commented.
