The coexistence between the actors that participate in the condominiums is usually a rather complex task that, in addition, faces common inconveniences such as apathy, anarchy and delinquency. That is why since The whistle we invite A Coffee with El Pitazo to the lawyer specialized in horizontal property and director of Doctor Condominio, Julio César López, who assured that the migration of Venezuelans is remarkable, however, property owners must assume their responsibility to cancel monthly payments and fees for their property, despite not live in them.

On the other hand, he explained that the anarchy in the communities is a situation in which the majority of the co-owners do not collaborate in the development of horizontal property activities, breaching the rules of the condominium document that is received when acquiring a property.

Anarchy in communities tends to be seen in the use of common goods such as parking lots, gardens, terraces; also when unstructured changes and alterations in the condominium are noticed and the neighbors believe and consider that their rights may extend beyond certain limits stipulated in the condominium document.

On the other hand, anarchy in the condominium board occurs when assemblies of owners are called that do not correspond and without urgent reasons, also when the proper management of the condominium funds is not ensured and when the board and the management company become in accomplices to establish their own agendas and not for the benefit of the community.

López, during the forum chat, asserted that apathy in the communities occurs when the co-owners show disinterest in the activities of the condominium and in its development. “The neighbors do not show enthusiasm, the rules are ignored and there is no concern about investment,” said the expert.

López emphasized that the same happens with the condominium boards and the administrators, who do not show interest in attending and processing the complaints or claims of the community before the administration; Assemblies or meetings are not held, the property is not reviewed and, last but not least, construction, remodeling and repairs are authorized without prior impact studies or without taking into account the structure or comments of the co-owners.

According to López, delinquency in boards and administration function in the same way as with the community, but it is incurred when decisions taken are postponed and are not held accountable.

The expert indicated that there is delinquency when assemblies are not called or the record is kept; when the condominium is not invested and, lastly, when the community is not properly informed and the administration systems are not updated.

Finally, in the full house chat forum with the participation of 514 people, the guest highlighted that some of the main solutions to condominium problems are fostering connection between neighbors, relying on technology, investing in surveillance and controls, worrying about taking care of common areas and actively participating in responsibilities.
