The law proposes that the unnecessary splitting to refer to women and men be eliminated, in order to facilitate communication and understanding of the oral and written message in people with learning disorders.
Congress made official the Law on Equal Opportunities between Women and Men, in order to specify the use of inclusive language in all instances and levels of government. Through the rule published this Friday, April 19, in the legal regulations bulletin of the Official Gazette, article 4 of Law 28983 is modified.
The published rule modifies article 4, paragraph 3, of Law 28983, with the following text:
“Article 4. The role of the State
It is the role of the State, for the purposes of this law:
[…]
3. Incorporate and promote the use of inclusive language in all written communications and documents prepared in all instances and levels of government. The use of inclusive language does not imply the duplication of language to refer to women and men.
The splitting of language is understood to be the separate mention of the masculine gender and the feminine gender in the message when there is a generic term that already includes both.”
In its Final Complementary Provisions, the law states that mentions in oral language or written language in the public sector, referring to persons and holders of functions and responsibilities in the State, do not discriminate between women and men.
It also establishes that State entities will adapt their plans, policies, standards, directives or guides and the Ministry of Education, the content of school textbooks, to the provisions of the standard.
The law is signed by the president of Congress, Alejandro Soto Reyes and the first vice president of Parliament, Arturo Alegría García.
