Tallinn City Council has been very fond of all participants in the capital city coalition, simply because it has been given a series of lucrative positions that could be filled by his own people. And of course, it is much easier to contest local elections by running the city than not.

As a result, Isaamae can be proposed as a simple political move to promote democracy and put pressure on the Toompea government coalition: Reinsalu must continue with the Tallinn coalition depending on how the coalition tripartite managing its affairs at the state level. This should not be considered a small step, because the people in office in Tallinn are not there with the idea that they should give up their position. The pressure of a prominent political party within its party sometimes produces unexpected results.

In fact, when that coalition was formed, Isamaa connected the affairs of the capital with the affairs of the state (eliminating the voting rights of the citizens of the aggressor countries in local elections), but in the end them in yet.
