The card, which was launched according to the latest standards, in cooperation with Visa, the world leader in digital payment technology, aims to unify the package of services provided to citizens in one card, to complement the digital transformation system and within the framework of the government’s keenness to build a digital economy. The first phase includes catering services, comprehensive health insurance, and electronic payment services. While other government services will be added in the coming stages, and it will also be circulated in the rest of the governorates later, successively.

The ration cards will continue to work without cancellation, with regular disbursement of ration courses and subsidized bread through them through various ration outlets, and after the application of the “unified card” system in Port Said Governorate only, it will be used in the disbursement of ration courses and bread, in addition to the validity of ration cards as usual for those who did not get The new kart.

The launch of the unified card represents a quantum leap in the system of services provided to citizens within a giant system of digital transformation, which aims to eliminate forms of corruption and the speed and ease of providing services to citizens, as well as in implementation of one of the articles of the Comprehensive Health Insurance Law by issuing a digital card for beneficiaries; The card aims to provide a variety of services to citizens through a single smart card, which contributes to ensuring that support is directed to those who are eligible and to support the financial inclusion system.

The unified card will be delivered to citizens free of charge. The National Post Authority participates in a major and effective role in the system for issuing the unified card. Where a personal account is opened in the National Postal Authority for every citizen who obtains the unified card, with the registration of the national number card data and his mobile phone number registered in his name with a mobile company. The card is equipped with a smart fingerprint to ensure that the service reaches its beneficiaries. About 500,000 accounts have been opened for citizens in Port Said governorate, ready for activation.

The unified card is a prepaid electronic card used to deposit or receive amounts directly on the card and to complete purchases from merchants’ point-of-sale machines or cash withdrawals from the National Postal Authority’s ATMs; The amount is deducted directly from the card account.

The card is also used to implement digital government service payments, subsidy exchange transactions for bread and ration commodities for citizens in bakeries and at exchanges, and for comprehensive health insurance services.

The period for receiving the unified card at delivery centers, which include post offices, catering offices, comprehensive health insurance, and the Port Said Governorate General Court, is one month from the date of receiving the text message to the citizen, then another month at the Port Said Governorate General Court, then the card is destroyed if it is not received. When heading to the place of receipt specified in the message, the national number card and the mobile number registered in the name of the holder of the national number for each family member will be received free of charge through the employees of the National Post Authority. Payment services will be activated instantly, while the activation of catering and comprehensive health insurance services will be announced later.

In the event that the message is not received; The citizen can call the hotline of the Digital Egypt platform at 15999 to find out the place and date scheduled for collection from him.

When announcing the activation of the supply services, the head of the family goes to the nearest bakery or exchange to receive the ration ration or bread for him and his family with the new card in the same manner as without any change, without the need for dispensing food commodities and bread to take the citizen’s fingerprint at all. With the first exchange of ration commodities or bread with the new card, the old card will be suspended.

Also, upon announcing the activation of comprehensive health insurance services, citizens can book in all the usual ways currently used, which include calling the call center, or going to the health unit, and others. And when the citizen goes to receive comprehensive health insurance services, it is necessary to check through the card and make sure of the citizen’s fingerprint, and then receive the required service.

All operations that take place using the card require the presence of the card. The right to use it is limited to its owner (the source); It also requires the need to save the personal identification number and not put it anywhere associated with the card. Whereas, the card and the personal identification number are the responsibility of its owner, so they must be preserved and avoided from being lost. You should also avoid scratching, bending or puncturing the card. It is advised to keep electronic exchange receipts.

All operations that take place using the card on POS machines using the card’s personal identification number are the absolute responsibility of the card holder. If a wrong fingerprint is entered more than 7 times, the card will be suspended and the citizen will bear the cost of issuing a replacement card.

And when the card or PIN is lost, or the card is damaged, it must be reported immediately by calling the hotline of the Digital Egypt platform at 15999 to stop it and not allow any transaction to be conducted through it. In cases of loss, theft or damage of the card, the card holder shall bear the costs of issuing the replacement card.

In order to obtain a replacement for a lost or damaged card, the citizen must enter the digital Egypt platform digital.gov.eg and use the service of replacing a lost or damaged card to start the procedures for issuing a new card, which will bear the cost of printing it, which is 300 pounds. The card will be reprinted within 10 working days. The citizen requests a replacement for the damaged one month before the expiry of the card (three years), so that his use of the services will not be affected.
