The Level 3 launch event will take place in March 2025 under the leadership of Dr Hans Henri P. Kluge, WHO Regional Director for Europe, and Professor Walter Ricciardi of the Università Cattolica del Sacro Cuore, in Milan (Italy). This immersive event will provide a unique platform for health chief executives to collaborate with “transformation actors” who have led successful health reforms; participate in hands-on, scenario-based training; and interact with peers from across the Region.
A preparatory information session is planned for early December to provide an overview of the program’s objectives, unique offerings and approach, with the aim of laying the foundation for full participation.

The Pan-European Leadership Academy was officially launched in 2021. It contributes to achieving the objectives of the European Work Program by strengthening human resources for health in research, policy and practice, and by thereby providing structured opportunities for learning and professional development.

Dr Kluge: Hello, thank you for having us. The Level 3 launch event is a critical step in our efforts to strengthen health leadership across the WHO European Region. It provides a unique platform for health chief executives to come together, share experiences, and collaborate with transformation actors who have led successful health reforms. We want to foster a culture of continuous learning and improvement, with a particular focus on hands-on training and scenario-based approaches. By bringing together experts from different fields and backgrounds, we hope to identify best practices and develop innovative solutions to address current health challenges.
Professor Ricciardi, as the co-leader of this event, can you share your perspective on the objectives of Level 3 and how it builds upon the successes of previous iterations of the Pan-European Leadership Academy?
Professor Ricciardi: Absolutely. The Pan-European Leadership Academy was launched in 2021, and we have already seen tremendous progress in strengthening human resources for health in research, policy, and practice. Level 3 takes this to the next level by providing more intense and focused training to health leaders who are facing complex challenges. We believe that by providing structured opportunities for learning and professional development, we can help health leaders develop the skills and knowledge they need to lead their organizations and countries towards a healthier future.
