The Secretary of Security, Omar García Harfuch, detailed the four axes that the federal government will implement to have “lasting peace in the country”, such as the creation of an Undersecretary of Investigation and Intelligence, which will strengthen the investigation folders.
In the morning press conference at the National Palace, the command assured that the first axis of the strategy is to address the causes of violence, by reducing poverty and giving young people access to education and employment. As a second point, the National Guard will be consolidated, taking advantage of its operational capabilities and the deployment it already has in the country.
The third axis is the strengthening of intelligence and investigation of organized crime, knowing its dynamics and patterns, and developing strategies to combat them. The secretariat that will be in charge of this work will work in coordination with the Attorney General’s Office of the Republic.
The fourth pillar will be coordination between the security cabinet and state authorities.
Before President Claudia Sheinbaum, García Harfuch proposed as his first major objective the reduction of the incidence of homicides and extortion, neutralizing generators of violence and strengthening the prevention capabilities of the police.
Intelligence and coordination to pacify the country
Reducing homicides and extortions is the main objective of the federal government.
The Secretary of Security and Citizen Protection, Omar García Harfuch, detailed the four axes of combating insecurity and announced the creation of an Undersecretary of Investigation that will help strengthen the investigation folders against criminal groups.
In the morning press conference, García Harfuch said that poverty must be reduced and youth must be given access to education and employment, the National Guard must be strengthened, intelligence and research must be prioritized, and all levels of government must be coordinated.
“Reducing poverty, closing inequality gaps and generating opportunities for young people to have access to a better quality of life. This will keep them away from crime and the recruitment of criminal groups,” said Harfuch.
The secretary insisted on the need to reinforce the National Guard, take advantage of the training given by the Secretariat of National Defense and the deployment of more than 133 thousand elements achieved throughout the country.
“We absolutely need a body like the National Guard to provide support and scaffolding to thousands of families in Mexico, but also the appropriate scaffolding and support to provide support to investigators and intelligence agents who will work in our country.
“It is false that there is militarization, what we are doing is taking advantage of the capabilities of the Sedena,” stated García Harfuch.
The third axis is the strengthening of intelligence and investigation of organized crime, knowing its dynamics and patterns, and developing strategies to combat them; For this purpose, an undersecretary will be created that will work in coordination with the Attorney General’s Office of the Republic.
“To increase intelligence actions, the Undersecretary of Intelligence and Police Investigation will be created within the Secretariat of Security, which will have the capabilities and technological tools to identify criminal networks. This undersecretary will be reinforced with analysts, field and office researchers and technical specialists who translate the intelligence collected in the field into elements that guarantee the solidity of the investigation folders,” he detailed.
The fourth axis of the strategy will be coordination between the security cabinet and state authorities.
In addition, García Harfuch proposed the reduction in the incidence of crime, mainly intentional homicides and high-impact crimes such as extortion, neutralizing generators of violence and criminal networks, and strengthening prevention capacities as the objectives to achieve lasting peace in the country.
For her part, President Claudia Sheinbaum gave as an example the program implemented in Mexico City when she was head of Government, through which she joined the secretariats so that house by house they went to the places with the highest crime incidence to serve families. in a comprehensive manner and thus prevent young people from joining criminal gangs.
Magnifying glass in red spotlights
- President Claudia Sheinbaum indicated that the Ministry of the Interior will be in charge of coordinating crime prevention actions in Guanajuato, the entity with the highest drug consumption in the country and the most homicides, according to a graph she presented in her morning conference.
- Improving dialogue with society and rebuilding the social fabric is one of the priorities to weaken criminal networks, authorities stated.
They urge to implement concrete actions against crime
By Isabel González
The Conference of the Mexican Episcopate (CEM) expressed its concern about the acts of violence recorded in the last week in Guerrero.
He considered that the murder of the Secretary of Government, Francisco Tapia, and the “brutal beheading” of the mayor of Chilpancingo, Alejandro Arcos, are events that “dismay and reveal an alarming situation” of extreme violence in that area of the national territory.
For this reason, they insisted on implementing a pacification process in the country based on the guidelines established in the National Peace Agency built and designed by religious, academics, crime victims and security experts more than a year and a half ago.
“Urges authorities at all levels to take concrete and immediate actions to guarantee the security and well-being of all citizens, as well as to clarify these crimes and provide justice, restoring the rule of law.”
Furthermore, in a statement, “invites all sectors of society to join in a joint effort for peace, respect for life and the construction of a more just and fraternal society.”
“The war against drug trafficking will not return”
The President affirms that efforts will be made to rescue young people from criminal groups, violence and drugs.
By Arturo Páramo
When presenting her administration’s security strategy, President Claudia Sheinbaum insisted that a war will not be declared against criminal organizations dedicated to drug trafficking, as was done in previous governments.
He said that the strategy will be to involve the entire government in addressing the needs of the population and prevent them from joining organized crime.
“Calderón’s war on drugs is not going to return. We are not looking for extrajudicial executions, which was what was happening. Us, what are we going to use? prevention, attention to the causes, intelligence and presence,” Sheinbaum pointed out.
As an example, he indicated that the Ministry of the Interior will be in charge of coordinating crime prevention actions in Guanajuato, one of the entities with the most homicides in the country and the highest drug consumption in the country.
“The secretariats of the government of Mexico are going to provide complete support, for example, Segob is going to help us in Guanajuato, so that in the areas with the highest crime rate, together with prevention, with work, with the Ministry of Labor and other secretariats, they are complete to support the population and be able to expand capabilities to rescue young people from criminal groups or from violence or addictions,” said the President.
He said that Guanajuato requires special attention because it is one of the entities with the highest rates of poverty, low wages, drug consumption and violence.
Judicialization will be key
From the Editorial
Intelligence and the judicialization of cases are two robust points of the federal government’s security strategy, highlighted yesterday the expert on security issues Eduardo Guerrero.
In an interview with Pascal Beltrán del Río, for Imagen Radio, Guerrero pointed out that the first point “has to do with the emphasis on intelligence to carry out operations against the most violent groups.”
“What is proposed is, in some way, to merge the intelligence generated by both the military and civilians, as well as financial agencies.”
He stated that this is very relevant, since “there is very little intelligence in Mexico and our agencies have not been able to penetrate criminal organizations and we generally walk blindly.”
The second aspect is – he stated – interesting and novel in “judicializing the cases. This did not appear before in any security strategy.”
He explained that this has to do with the fact that the work of the police and the military in confronting criminal groups and arresting them “never goes hand in hand with the investigative work, both of the prosecutor’s offices, the courts and the judges.” to punish the alleged culprits and this causes all of these people who were arrested to be released a few weeks after their arrests.”
