Self-Insured Persons in Bulgaria: Key Deadlines and Insurance Options
As the new year unfolds, the National Revenue Agency (NRA) has issued a timely reminder for self-insured persons in Bulgaria. Until January 31, individuals have the opportunity to change their type of insurance, a decision that could significantly impact their access to social benefits.Self-insured individuals are automatically enrolled in the “Pensions” fund of the state social insurance (DOO). However, thay also have the option to extend their coverage to the “General illness and maternity” fund. This dual coverage ensures access to a broader range of social risks, excluding occupational accidents, occupational diseases, and unemployment.
For those who opt for contributions solely to the Pension Fund, the benefits are limited. While this choice reduces the financial burden, it excludes access to crucial benefits such as temporary incapacity due to general illness, pregnancy and childbirth, and childcare support up to the age of 2. As the NRA emphasizes, “Self-insured persons do not have the right to cash benefits for temporary incapacity due to general illness, pregnancy and childbirth, for raising a child up to the age of 2, etc., paid by the state social insurance.”
The process of changing one’s type of insurance is straightforward but time-sensitive. A declaration must be submitted by January 31 of the respective year. This can be done either in person at an NRA office or online through the e-services portal using a personal identification code (PIK) or electronic signature (KEP).
It’s critically important to note that once the type of insurance is declared, it cannot be altered during the calendar year, even in cases of interruption, resumption, or the start of a new work activity.
For further assistance, the NRA has provided dedicated helplines: 0700 18 700 or 02 9859 6801. Calls are charged according to the telephone operator’s tariff.
