The Comptroller General of the State, Mauricio Torres has said in the Oversight Commission of the National Assembly that the former president of the Republic Guillermo Lasso must pay a fine of fifteen unified basic salaries for having appointed the former ambassador in London as Secretary General of the Administration, Sebastian Corral.
“Responsibilities are predetermined, which range from the President of the Republic, with a fine of 15 basic salaries, to other Human Talent and Secretariat officials, and the dismissal from the position and 20 basic salaries to the former Secretary of the Administration. Additionally, an indication of criminal responsibility is determined that has already been sent to the Prosecutor’s Office for the actions that are committed outside the Law in the possession of this server,” Torres said this Wednesday, February 21.
That determination of the Comptroller’s Office can still be appealed by Lasso’s defense.
The Comptroller’s Office has established indications of criminal responsibility in Corral for having assumed as Secretary of the Administration despite the fact that he was, at the time of his appointment, and still is, a shareholder of the companies Centro de Radio y Televisión CRATEL CA and Teleamazonas Guayaquil SAwhich maintain extended frequency concession contracts with the State.”
CRATEL is the company that owns the Teleamazonas channel.
The law establishes that those who own companies that have contracts with the State cannot be Ministers and Secretaries of State. Corral’s lawyers allege that is not the owner of Telemazonas, but only a minority shareholderwith around 25% of the shares.
Prosecutor’s Office must determine whether to file charges
The criminal responsibility report indicated by the Comptroller’s Office has to do with having presented a sworn report that he was not subject to any prohibition from holding office. Corral maintains that he was not.
Comptroller Mauricio Torres stated that The criminal responsibility report has already been sent to the Prosecutor’s Office to investigate and, if considered, accuse Corral of a crime..
Likewise, the entity confirmed a fine of twenty unified basic salaries for Corral and the ban from holding public office for two years, due to the alleged irregularities revealed in the special examination that began on October 2 of last year.
In a complementary manner, the Comptroller’s Office will begin a new control action to analyze the sworn asset declarations of the former secretary.
