It has been more than two months since the municipalities of Saint-Martin-du-Vivier and Isneauville learned that the Plaine de la Ronce, located at the crossroads of their two villages, was chosen by the Rouen Normandy metropolis to host a great passage of travelers. Two months that the mayors Gilbert Merlin and Pierre Peltier fight, have petitions signed to express their refusal of this project. To support them, outgoing regional advisers Catherine Morin-Desailly and Pascal Houbron were present with Jonas Haddad (all three running mates with Hervé Morin), Friday, June 11, in front of the banner installed near the site in question. The mayor of Sotteville-sous-le-Val Franck Meyer, whose town was also designated as likely to host this development, also came to say what he thought of the methods of the Metropolis, both on the merits and on the form.
And basically, all recall with one voice that the vocation of the Plaine de la Ronce, from the beginning, is to establish a tertiary zone: “We can only accept, as regional advisers, this commitment. is not required, while the Region is investing up to 4.5 million euros in this project, within the framework of the metropolitan contract, signed by all the communities ”, thus indicate the outgoing regional councilors. As for the form, elected officials deplore that there is no search for consensus within the Rouen Normandy Metropolis, as exists in other metropolitan bodies in France. And elected officials regret these methods of the Metropolis which, according to them, are very political decisions.
1,200 signatures against the project, in Saint-Martin-du-Vivier
This being the case, the mayors of the North plateau do not disarm and hope that they will be heard, in particular by the prefect who will finally decide for the location of this high traffic area. “We know the compulsory nature of offering this type of development, but why here. This is not the vocation of this place ”, continues to hammer Gilbert Merlin, who also went door to door with the inhabitants of his town, to know their opinion. “Out of 1,700 inhabitants, we obtain 1,200 signatures against this establishment,” said the mayor.
For his part, the mayor of Sotteville-sous-le-Val Franck Meyer, confides to having “fallen from a height”, when he discovered that his municipality was part of the list of municipalities that could accommodate a high traffic area: it is would find in 8e position. However, elected officials do not fail to point out again and again: no one has been able, for the time being, to provide them with this list of eleven municipalities, neither the Metropolis, nor the prefect. And once again, elected officials point the finger at this “lack of consultation” to make such a decision.
Possible alternatives, but not without consultation
And Franck Meyer indicates that he made proposals: “We need 4 hectares. Why couldn’t each municipality, each in turn, accommodate this high traffic area? “, Argues the mayor of Sotteville-sous-le-Val, who does not assert that this alternative is possible, but who asks that at least, a discussion be initiated. His elected colleagues and regional advisers also recall that “the town of Sotteville-sous-le-Val is already strongly committed to supporting nomadic families. More than a hundred reside on family land, ie 10% of its population ”. Suffice to say that Franck Meyer is familiar with this subject and that he could obviously provide ideas … still it is necessary that a consultation take place.
In September, the vote to designate the location of the future high-traffic area will take place and this is what worries the elected officials concerned who want by then, the Metropolis or / and the prefecture to finally respond to their questions and take their requests into account.
