Its intention is to complete and define more precisely some lines of support for large families that large families consider key to addressing the wide casuistry and various problems that this group faces. This document has contributions from the five associations that make it up (ASAFAN, FANUCAS, ASFANA, AVAFAM and MÁS DE DOS).
The main measure transferred to the regional administration is a universal benefit of one hundred euros per month for dependent descendants up to the age of 18, with the aim of offsetting maintenance and education costs, especially in households with greater family responsibilities.
In terms of employment, the concession of half a point per child in calls for access to the public function is proposed, a ‘social clause’ that obliges companies that opt for public contracts to have a quota of 2% of their staff with the status of a large family, or the protection of jobs for employees who are members of a large family in cases of ERE or ERTE.
At the educational level, tax relief is claimed for expenses on school supplies, textbooks or language teaching, along with special attention to large families in cases of family reunification.
FANUCOVA also wants the Generalitat to urge the town councils to include discounts in municipal public rates and prices, such as the IBI, public transport or water, to correct the inequalities that occur in the aid and benefits to which large families can avail. , which vary greatly depending on the municipality of residence within the same autonomous community.
In terms of housing, the reservation of a quota or percentage of 5-10% is requested for public or private official protection housing, intended for special protection groups and to extend the limit to a minimum of 120 square meters for VPO ( official protection housing) intended for large families, in addition to facilitating the change to another larger protected housing when there is an increase in the number of members of the large family.
In this line, preferential conditions are proposed for groups with special protection at risk of social exclusion for access to properties in the social housing stock for evicted families, in order for them to access social housing on a rental basis and at a reduced price.
In the field of sustainability, actions are proposed to facilitate the sustainable mobility of families, promoting fare integration and discounts to facilitate the use of public transport for all family units, as well as the establishment of aid and benefits for the purchase of appliances (washing machines, boilers, dishwashers…) more efficient and respectful of the environment.
KEEP TITLE IN CASE OF DIVORCE
On the other hand, FANUCOVA wants it to be explicitly stated that parents who are divorced, separated or who belong to unmarried couples with large families in their charge, in a joint custody regime who fulfill their obligations by both contributing to the maintenance of the home, can continue to benefit both of that condition.
Currently, in cases of shared custody, it warns that only one of the ascending persons benefits from the title of large family, so that this reformulation is intended to eliminate comparative grievances and prevent the document from being used as a “throwing weapon” in cases of family breakup.
As president of the entity, Mª Ángeles Fabrí considers this package of proposals very necessary to continue advancing in the protection of large families: “This group is a strategic asset for our society, because the contribution of families with children is key at the economically, from the point of view of guaranteeing pensions and the pillars that support the Welfare State, but also from the point of view of social structuring and education in values, and that contribution must be recognized”.
