Non-governmental organizations observing migrant workers, Migrant Care suspect the statement that says that cage at home Langkat Regent, Published the Wind War Plan as a place rehabilitation drugs are just a cover to avoid punishment.
The head of the Migrant Care Center for Migration Studies, Anis Hidayah, said that so far BNN had not confirmed that the cage was used for rehabilitation purposes. Therefore, he assessed that the cage was indeed used for the practice of modern slavery.
“BNN is still conducting assessments for the repatriation of victims, meaning that drug rehabilitation is just a cover,” said Anis when contacted CNNIndonesia.com, Wednesday (26/1).
Anis said that there will be severe punishments for those who practice modern slavery. According to Law Number 21 of 2007 concerning the Crime of Trafficking in Persons (TPPO), perpetrators of modern slavery practices can be imprisoned for a maximum of 15 years in prison and a minimum fine of Rp. 120 million and a maximum of Rp. 600 million.
“So the cage is still a form of modern slavery, even though it is said to be for drug rehabilitation,” said Anis.
Previously, Migrant Care found a human cage at the Publishing House of the Wind Warfare Plan. The cage found in the yard of the regent’s house who was caught in a corruption case is suspected to be a form of modern slavery.
However, according to the North Sumatra Police Chief Inspector General Panca Putra Simanjuntak, the cage was used by Terbit as a place for rehabilitation for drug addicts which had been going on for 10 years. However, the place does not have a permit.
Meanwhile, the National Narcotics Agency (BNN) admitted that it was conducting an assessment to make a decision on the transfer of residents living in the cage. BNN will decide whether the resident needs to be rehabilitated for drugs or sent back to his family.
