A credit evaluation is being carried out to consider the landlord’s ability to repay the leasehold loan, which is close to 200 trillion won.
According to the financial authorities on the 20th, the Financial Services Commission is looking into a plan to introduce a credit rating to allow banks to use their own credit rating system to confirm the lessor’s ability to return the leased funds before issuing a loan when making a jeonse loan.
Strengthening the management and supervision of landlords’ ability to return deposits will not only reduce damage from so-called tin leases, but will also have the effect of suppressing excessive loan supply. In particular, jeonse loans have been continuously exposed to concerns about non-return of deposits by landlords, as jeonse fraud has recently become a social controversy.
Financial authorities are also discussing lowering the deposit loan guarantee ratio. The idea is that by lowering the current guarantee ratio of 90-100% to below 80% and making banks’ loan screening more realistic, it will prevent excessive jeonse loans and help manage household debt.
The current lease balance is estimated to be around 190 trillion won. According to the financial authorities and KB Financial Group Management Research Institute, the balance of jeonse loan, which was about 23 trillion won in 2012, has increased rapidly since 2016, exceeding 100 trillion won in 2019, and increased to 180 trillion won by the end of 2021.
