The amendment includes a provision that the government first compensates for the damage from lease fraud and then recovers it later through auctions, etc. The plan is that public institutions such as the Housing and Urban Guarantee Corporation (HUG) will first provide relief to rental victims by purchasing deposit return bonds of damaged tenants, and later seek compensation from those responsible.
The standard for ‘first relief’ is 30%, which is the highest priority repayment standard specified in the current Lease Protection Act. In addition, seizure of more than 30% of the advance payment amount was prohibited. The damage deposit standard was raised from the current 500 million won to 700 million won, and the scope of victims also included foreigners.
Representative Shim Sang-jeong of the Justice Party said, “So far, about 10,000 victims of rental fraud have been confirmed, and everyone agrees that what is needed for them to return to their daily lives is ‘minimum deposit recovery.’” He added, “Because the government and ruling party are ignoring such desperate and urgent measures. “We had no choice but to deliberate through the National Security Council today,” he said.
The People Power Party argued that the Agenda Coordination Committee is an organization that examines agendas with differing opinions for up to 90 days, and that the unilateral decision by the Coordination Committee in one day was an ‘abuse of the National Assembly.’ Members of the People Power Party’s Land, Infrastructure and Transport Committee issued a statement on this day, saying, “The Democratic Party has become a runaway locomotive that does not choose any means,” and “They are provoking political strife for the general election by saying that they will unilaterally handle even the livelihood bill.”
