Land governance: Towards a roadmap for SOA Network action

Discuss the issues of land governance in Madagascar. This was the purpose of the meeting organized from February 14 to 16 by members of the SOA Network (Union of Agricultural Organizations) with the support of AFDI (French Farmers and International Development). This meeting provided a vital platform to exchange ideas and develop strategies to improve the land rights situation in the country. Among the points discussed, the place of land rights of family and customary farmers in the legislation was at the heart of the debates. Participants also examined the level of consideration and security of rights to unregistered land, as well as the ambiguities present in Malagasy land laws. These discussions highlighted the complexity and challenges faced by actors in the agricultural sector in accessing and securing land. According to the organizers, the main objective of this meeting was twofold. On the one hand, support the elected officials and technicians of the SOA Network in understanding the issues of land legislation, and on the other hand, allow the organization to develop a roadmap for its advocacy activities, based on on the laws in force on land in Madagascar.

Coordination

The FAO (Food and Agriculture Organization of the United Nations), through its mission to implement the Voluntary Guidelines on Land Governance, played a crucial role in facilitating the exchanges between a legal consultant and the 29 elected officials and technicians from producer organizations that are members of the SOA Network. This collaboration has deepened the understanding of legal and technical issues related to land governance. Among the important conclusions of the meeting is the need to set up a platform facilitating exchanges on land governance in Madagascar. Such a platform would be essential to enable effective coordination between stakeholders in the sector, as well as to share good practices and successful experiences in securing land rights. In short, the SOA Network meeting marked a significant step in the quest for better land governance in Madagascar. By identifying challenges and defining action strategies, participants laid the foundations for strengthened collaboration and effective advocacy for the land rights of family farmers in the country.
