Barcelona exceed La Liga salary cap by 200m
So now the question of when FC Barcelona can submit a first written offer. For the past few weeks, it has been understood that this could happen immediately after the financial plan was given the go-ahead. As British journalist Ben Jacobs of The Athletic However, now it’s been reported, despite the big cuts, Barça will still exceed La Liga’s salary cap by €200m. Therefore, the club still cannot operate under the 1:1 rule. This rule states that you can spend every euro you earn. However, Barça is only allowed to spend 0.40 euros for every euro earned.
Understand that Barcelona will again be over the squad-cost limit by close to €200m. This means they will be restricted to only spending 40% of income received. This can be taken from things like outgoings or reduced player wages.

However, now that the frameworks in which the club is allowed to operate are known, the Catalans can submit a written offer to Messi. According to Jacobs, however, this offer still has to be checked “by a panel of independent experts” in order to be able to rule out any financial manipulation. Furthermore, FC Barcelona are currently working on three exits, with two of them being “big” exits according to Romero. It is currently not known whether these are necessary to make an offer to Messi or would simply simplify this task. However, Messi now seems ready to give Barça a little more time and wait for an offer from Catalonia before considering other options.
