The national registrar of Civil Status, Alexander Vega Rocha, recently announced that during the registration period of citizens to vote in the 2023 territorial elections, a total of 3,169,329 registration procedures were carried out, of which 3,164,062 correspond to Colombian citizens and 5,267 to foreigners residing in Colombia.
In this count, the municipality in the country that exceeded the number of registered identification cards the most compared to 2019 was La Jagua del Pilar, in the department of La Guajira. It went from 383 to 1,204, with a percentage variation of 214.36%, which could suggest cases of electoral transhumance or known as vote shuffling.
In this sense, the registrar indicated that this population is part of the 100 municipalities where a greater percentage variation was registered in the number of citizen registration procedures carried out to vote in the 2023 territorial elections.
They are followed by Tununguá, Boyacá; El Tambo, Cauca; Villanueva, La Guajira; Putumayo, San Miguel; Narino, Santa Cruz; Boyacá, Floresta; Boyacá, Santa Sofia; Villanueva, Santander and Cauca, in Morales.
“It should be remembered that, although the National Registry of Civil Status is the entity that carries out the process of registering citizens to vote, the National Electoral Council is the competent body to investigate the facts that may constitute an irregular registration of identity cards. ”, said the entity.
For her part, Ivón Manjarrez, candidate for mayor of La Jagua del Pilar, told the Electoral Inspection and Surveillance delegation of the National Electoral Council, CNE, that municipality to “stop” the customary transhumance, that “this is a scourge that has been affecting us as a municipality and that comes year after year without seeing any type of result on the part of the competent authorities”.
He added that “with the arrival of the CNE we feel hopeful, since it is the first time that they have been present and are listening to each one of those present about the precarious situation in which we live around the issue. I feel hopeful about what can happen from now on, even the first resolution came out through which they annulled a large number of registered IDs and we observe that in this depuration there are a total of 574, which is a very significant sample,” she concluded.
