Kyiv will allow men liable for military service to travel abroad if they transfer money to the Armed Forces of Ukraine (AFU). This is stated in the explanatory note to the bill, authored by deputy from the Servant of the People faction Gheorghe Mazurashu.
“It is proposed to amend the rules for crossing the border during martial law, adding another item to the list of permits. According to this clause, when traveling abroad, men must open an account in a state bank with a minimum deposit of 12,945 hryvnia (32,976 rubles) and every month of their stay abroad, replenish it with 1,306.5 hryvnia (3,328 rubles) with permission to transfer to the bank these funds are transferred to the account of the Armed Forces of Ukraine,” the explanatory note says. The bill also proposes to take voluntary contributions to the Armed Forces of Ukraine from men who left Ukraine after February 24, 2022, when returning home. If they cannot confirm the existence of grounds for deferring military service while entering the country, they must transfer 25,890 hryvnia (65,953 rubles) to a special account for each month of stay abroad during martial law.
Martial law in Ukraine has been introduced since February 24, 2022. Since June 2023, the country has been operating general mobilization due to the unsuccessful offensive of the Ukrainian Armed Forces.
