The National Assembly adopted three budgets: the national health insurance fund, the state social insurance and the state budget for 2015.
“Why did you support some things that were quite heartily accepted by society?”, was Iliana Benovska’s first question.
“I understand what you’re asking me about. You are asking me about the pension fund amendment.’
“That’s right – about the social security code and about what the pension funds call nationalization, which GERB denies that it is not.”
“Our group voted – three people supported this amendment, eight did not support it.”
“If we look at the results, it was 120 votes in favor, 92 against, so our three votes I can’t say are decisive, but they give away the attitude of some of our group towards the amendments and towards what is happening in the state.” said Kuncho Filipov.
“You are immediately accused of voting like this – colorfully, measuredly colorfully, because the one who claims to be the founder of the “Leader” party – Hristo Kovacki, the industrialist, had his own pension fund.”
“We will always be blamed,” Kuncho Filipov was emphatic.
“If we were against it, they would say that we stand behind the oligarch, as some politicians express themselves, the oligarch Kovacki, I can say that directly, because he has a fund.”
“Does he have a fund?” the host asked.
“I can’t say. There is a “Heat” fund, which they say is behind this fund. But he personally, as an individual, has no participation in this fund.”
“And they say that this fund “Heat” was in a bad liquid state, and that’s why Kovacki supports the changes in the code through you.”
Kuncho Filipov stated that, in his opinion, the managers of the fund should seek an account of Radan Kanev, who allows himself to publicly accuse and create suggestions.
“How do you explain RB’s behavior? They voted against the proposal of their coalition partner GERB.”
“So far, RB have not given a single professional reason why they are voting against.”
“Behind their decision, there are also lobbying interests to support the management of some funds, who feel threatened that some people will now change their minds and have the right to choose to transfer their lots to another place,” said Kuncho Filipov.

Kuncho Filipov stated that he knows some things that he does not want to say because they are unprovable and because the information about the funds is public.
“This is a very sensitive topic. We’re starting to talk about funds like banks, and that can give a very bad impression.”

“Practically, they invest in persons related to them, as Tsvetan Vassilev does.”
“One must speak extremely carefully,” Kuncho Filipov was emphatic.
“The BSP proposed to create a commission of inquiry to revise the pension funds.”

Kuncho Filipov expressed doubts about the effectiveness of these inquiry commissions. He was adamant that the institutions should do an inspection, an audit of the funds, to see if there are problems in their functioning.

“In our parliamentary group, there are forces of gravity that attract us to reasonable decisions,” replied Kuncho Filipov.

“We were not the ones who bargained for ministerial positions, regional governors, etc., we said that we want stability and we will support all decisions that would provide stability for heavy reforms, because this is a very small part of the pension reform and you see that immediately the stability is shaken.’
“What awaits us with severe reforms?” Mr. Filipov expressed concern.
“Vladislav Goranov, Minister of Finance, was the first interlocutor. He said that immediately after the New Year, talks will begin with all representatives of the various authorities – executive, parliamentary, interested parties and so on to refine the implementation of the changes in the social security code. Do you accept such an initiative?”, was Iliana Benovska’s last question.
“He also said it in plenary before we voted on the law, and that was one of the reasons that these three voices of us supported this change.”
Kuncho Filipov congratulated Vladislav Goranov on his success with his first budget as a minister.
