Days after Prigozhin’s death, the Russian president signed a decree obliging every private military establishment to pledge to obey the orders of military and political leaders. His body has not yet been officially identified, and the Kremlin has refused to answer whether Putin will attend the funeral or what will happen to Wagner.

Putin signed the decree yesterday, which takes effect immediately, after the Kremlin said Western insinuations that Prigozhin was killed on his orders were “lies”. The Kremlin has refused to confirm his death definitively, arguing that the results of the investigation must be awaited.
The decree applies to anyone involved in military activities in Ukraine, assisting the army and serving in territorial defense units. The decree was signed on Friday with immediate effect. This comes two days after the Wagner leaders were presumed killed in a plane crash.
“Putin wants to have tighter control over Wagner, to make sure he doesn’t face another crisis in the future,” says Natia Siscoria, associate fellow at the Royal United Services Institute. “This suggests that Putin is becoming more risk-averse.”
