Very unlikely. The strategy of glass seems to go from the outside in. In other words, first “easy” outlying areas, then suburban suburbs, then city districts and only then the city centers. Taken by the bank then.
KPN has also done a DSL upgrade, but the slightly frustrating situation for city residents is: if you are connected to a local exchange instead of a former KVD/current street cabinet, then you will not benefit from the upgrade. For reasons of its own, it cannot be implemented as such.
With 27 mbp/s you should still be eligible for Pair Bonding, if you are with KPN/XS4All. You soon end up at 50/10. Not greasy, but very reasonable.
City dwellers have the disadvantage of the inhibiting lead and of competition: Instead of DSL, cable in particular and to a lesser extent 4G/5G are comparable fast alternatives.
In any case, comparable enough that it makes the business case for FttH less profitable, in combination with the costs of breaking open the street.
For example, KPN has recently glazed a large part of Utrecht-East, so it sometimes happens. But it’s a matter of patience.
