The prosecutor of the Corruption Eradication Commission (KPK) presented the Secretary of the Directorate General of Infrastructure and Agricultural Resources (PSP) of the Ministry of Agriculture (Kementan), Hermanto, as a witness in a follow-up trial on the case of satisfaction and extortion which is said. by the accused who was the Minister of Agriculture (Mentan). Siahrul Yasin Limpo (SYL). Hermanto said the PSP Directorate made fake official visits to fulfill SYL demands that were not included in the official budget.
“Earlier, the witness explained at the beginning that there was no budget, no DIPA. So where did the money come from to fulfill this request?” asked KPK prosecutor Meyer Simanjuntak at the Jakarta Corruption Court trial, Wednesday (8/5/2024).
“What we generally deal with is what we take from travel management support, for example, from friends’ trips,” answered Hermanto.
Hermanto said that the PSP Directorate fulfilled all requests by setting aside money from official travel. He said that there were also official visits that were not made but money was still paid to fulfill all requests.
“Having his name borrowed means he didn’t have a business trip but the money was paid?” asked the prosecutor.
“Yes, to collect it until it is fulfilled,” replied Hermanto.
“Just to fulfill that request?” asked the prosecutor.
“That’s right,” replied Hermanto.
Hermanto said it was not a secret to create fake official trips at the PSP Directorate. He said that there was no other way to fulfill the request made to his management group.
“Well, then the SPPD was actually created or borrowed a name, then the money was paid. Did those who borrowed the name know that the process was based on the name?” asked the prosecutor.
“I know,” replied Hermanto.
“Oh you know that too?” asked the prosecutor.
“You know, since you understand that the conditions must be like that, there is no other way,” answered Hermanto.
“Does that mean he understands that he already knows that this has to be done to fulfill the request?” asked the prosecutor.
“That’s right,” replied Hermanto.
Hermanto said the PSP Directorate did not lend to vendors to meet unaccounted cash demands. He said that the request was fulfilled using the APBN at the PSP Directorate.
“So even if his name is used for fiction, they want to do that?” asked the prosecutor.
“Yes, because we do not borrow from dealers, only our APBN store,” answered Hermanto.
As previously reported, SYL was charged with extortion and receiving extortion worth IDR 44.5 billion. He was charged along with two of his subordinates, namely the non-functioning General Secretary of the Ministry of Agriculture Kasdi and the non-functioning Director of the Ministry of Agriculture M Hatta. Kasdi and Hatta were tried in separate case files.
