KPAI found factors (triggers) from several studies as well as mapping the cases handled.
JAKARTA – The chairman of the Indonesian Child Protection Commission (KPAI) Susanto said there were at least five factors that triggered the rise of sexual violence against children. The first factor is pornographic content which is still very accessible to anyone.
“There are many factors (triggers) from several studies as well as our mapping of cases that enter the KPAI. First is the factor of easy access to pornographic content,” he said at the webinar ‘Emergency of Sexual Violence in the country’, Friday (17/12).
He explained that state restrictions on access to pornography have actually increased, at least in the last three years. Compared to five years ago, pornography is very accessible just by searching keywordthrough a search engine on the internet.
However, providers who make pornographic content a business field still have a gap to find a market. They do not care about the impact of the content on ethical values, religion, or the protection of children.
“Business networks that spread pornographic content view this as an easy commercial target which is certainly materially profitable. That’s why pornographic content is still very easy for us to access, including our children,” said Susanto.
The second trigger factor is the child’s social environment. According to KPAI, people who become perpetrators of sexual violence are often their closest friends and playmates in their environment.
Then, the third, permissive factor in parenting. Parents or adults who do not supervise children’s activities, especially in using gadgets and the internet, are seen as triggering children to be able to access pornographic content.
He admits that monitoring children’s activities is more difficult since digital technology has become part of daily routines that can be done anywhere. So even though the child is in the house, not all of his activities can be seen and monitored by his parents.
“Even though our children are called home, but our family rooms are getting new members, in this case digital media, sometimes we can’t monitor our children. This is certainly a big record for us,” he explained.
Furthermore, the fourth factor is the failure of handling and recovering victims of sexual violence. According to Susanto, people who become perpetrators of sexual violence, if their background is traced in several cases, have been victims.
“Rehabilitation for victims must be absolutely perfect so that in the future there will be no long-term effects, which are not only vulnerable for victims but also for the surrounding environment,” he said.
While the last factor is the legal process that has not been able to deter perpetrators of sexual violence. Perpetrators are often punished lightly, leading them to assume that there are no serious consequences when committing sexual violence.
