Komnas Perempuan Urges Depok City Government for Warning Against Sexual Harassment on Public Transportation

Viral men do see or masturbating in a public transportation containing female passengers in Depok City, West Java. Komnas Perempuan requested that the Depok City Government (Pemkot) post a warning prohibiting sexual harassment.

“We must encourage public transportation companies and local governments, including angkot, to provide information about sexual violence, how to complain and help victims. For example, on the windows or doors there are stickers: ‘Sexual harassment, masturbation and other forms of violence are prohibited on this angkot ,” said the Commissioner of the National Commission on Violence Against Women, Siti Aminah Tardi, Tuesday (17/10/2023).

Installing this ban will reduce the potential for sexual harassment to occur on public transportation.

“By continuing to provide socialization, victims will understand the forms of sexual violence and how to complain about it, and potential perpetrators will also think twice about committing it,” he said.

In the viral video, one passenger recorded the man masturbating and the others did not stop or reprimand the perpetrator. According to Siti, we should not immediately blame the passenger’s response.

“We cannot immediately blame the victim, in this case the public transportation passenger, because they did not scream or arrest the perpetrator. Because everyone’s reaction when there is sexual violence is different,” he said.

“There are those who run away, like a passenger did, there are those who record, which then makes this case known to the public. Another reaction is silence, which shows the victim is afraid or disgusted. There may also be someone who freezes,” he said.

Komnas Perempuan also supports the legal process currently being carried out by the Depok Metro Police. According to him, the perpetrator had committed an exhibitionist act.

“We support the efforts of the Depok Police to carry out investigations and search for exhibitionist perpetrators because the behavior of exposing genitals and masturbating violates decency and makes public transportation – in this case public transportation – unsafe for women,” he said.
