A lobbying order by the resigned Minister of the Environment, Borislav Sandov, for the Koral campsite, which directly serves the relatives of Kiril Petkov, blew up the spirits in Tsarevo. The most affected and angry are the male fishermen who make their living in the sea and generally have the unspoken status of the freest people.
The Deputy Prime Minister for climate policies Sandov announced on Facebook the decision for a new protected area – Coral Bay. And he pointed out in explanations that this is part of the strategy for the protection of marine ecosystems and is at the suggestion of the “Let’s Save Coral” association. As early as June 15, several news agencies reported that Prime Minister Kiril Petkov, his father Petko Petkov and MP Miroslava Petrova arranged for the Ministry of Ecology to declare the sea in front of Coral Beach a protected area. All of them are members of the “Coral Circle”, which requested this from the Ministry of Education and Culture. The main activity of the corals is to provide wild and free camping for a group of people on the beach. Most of them are from Sofia and “citizen activists”. For two decades, these people have occupied the beach near Lozenets, which is public state property. They have set their own rules there and loudly oppose any institution that wants to bring order to this self-government. No outsiders are allowed on Coral, only members and sympathizers of the informal association “Let’s Save Coral”, which has put up caravans, campers and tents. They have a restaurant, surf and kite schools.
The most affected and angered by Borislav Sandov’s order are the male fishermen who make their living in the sea and generally have the unspoken status of the freest people. “If such an order really exists, it is unconstitutional because it prohibits free movement in the bays. If such an ominous document exists, it means that no one from Tsarevo can sail to Sozopol or Primorsko, because the zone of “Coral”, if it is declared prohibited for passage, is 700 meters long”, commented the sea wolves.
“By 2030, Bulgaria must have 30 percent protected marine areas and 10 percent strictly protected marine areas, as part of our country’s commitments according to the criteria for participation in the “Coalition for High Ambition for Nature and People” – an intergovernmental coalition to the Convention on biological diversity, to which Bulgaria is a part from March 2, 2022, Sandov explains his reasons.
“Where is this order? Let the minister stop lying and prevaricating, and show her! Because if we see her in black and white, we will feel sorry for her. It is unconstitutional and restricts human rights and freedom”, countered the locals.
“We fishermen would have been able to pass through the zone from October to March!? This is ridiculous and embarrassing. I hope this man is never a minister again!” the Sea Wolves snapped. And they comment that anyone who is an ecologist should know that the protection of nature is done throughout the year. And they ask rhetorically: “Why should it be a restricted area in the summer?” So that you can safely surf with Kiro Petkov? To bake on the beach, and for us it is forbidden to take out our bread and steam it in the area?”
“Apparently, the minister wants nature to be protected while he is here in the summer, together with his good friend Kiril Petkov. Don’t they know that people also live here in the winter?”, the fishermen are angry at the lobbyist’s order. According to them, the other scandalous thesis is that this restricted area was made to protect the monk seal. The locals think this is also insane because the monk seal has long since disappeared from our waters. If it happens to appear, hardly anyone will dare to touch it. “On the contrary, we will tiptoe around him, we will be happy and we will immediately raise the alarm that he has reappeared. These people, the pseudo-ecologists, cannot understand that we are the biggest defenders of the sea, because it gives us bread and life”, concluded the fishermen.
They recall that in the registers of the Agency for Geodesy and Cartography, a beach with the name Coral does not exist. There is a locality “Lozenets-Kumkashla”. In order to enter Coral, a change is needed, that is, new maps and sketches.

– Mr. Lapchev, how will you comment on the actions of the resigned minister Borislav Sandov, who wants to ban access to the sea in the area of the Coral campsite?
– I am outraged by the behavior of this minister in resignation, who continues to hide behind the umbrella of environmental protection, and in fact imposes entirely lobbyist interests. The order, or the one that will be signed /since we haven’t seen it yet/, is unconstitutional and takes away the civil rights of Bulgarians. The impossibility of moving freely in territory that is state property is a gross violation of the constitution.
– Why do you think the order imposes a traffic ban only in the summer?
– I believe that the order is a lobbyist, because care for nature cannot have exceptions in time. In his Facebook post, Mr. Sandov points out that during the summer months it is necessary to take special care of nature and therefore the access of even fishing boats is prohibited. But this is not the case after the month of October, when an exception is supposedly made for fishermen. Someone should explain to Mr. Sandov that nature must be protected 12 months a year, and this was commented on at the meeting a month ago at RIOSV, which was personally attended by his deputy Toma Belev. What is apparent in the exception is that locals and anglers should not interfere with undisturbed Coral Dune campers, who are still there. And when in October the interest of these people disappears – then locals and fishermen can already pass through this area. This is a disgrace to a ministry order.
– What do you think about the other “points” in it?
– The points that are drawn up in this order are for activities already prohibited by other laws. For example, “Point 6”: The disposal of petroleum products is prohibited. My question is: But where in the sea and when was the dumping of petroleum products allowed? That is exactly why I believe that this order only protects the interests of a small group of people who have been working on Coral Beach for years, calling themselves “the saviors of Coral”. By the way, a significant number of them are now people’s representatives from the PP “We continue the change”, close to the resigned Prime Minister Kiril Petkov and his father.
– What about the monk seal?
– One of the reasons for creating the protected area “Coral Beach” was the great desire for the monk seal to reappear in these places. For those familiar with the Biodiversity Act, it is clear that until it is amended, reintroduction of the monk seal is impossible. And it is precisely the experts from the ministry headed up to this point by Borislav Sandov, who should inform the resigning minister about this irrefutable fact.
– How will the local people in Tsarevo react to this nonsense?
– Local residents – fishermen, vacationers, landowners, have never been against the creation and preservation of protected areas and territories. But they categorically object to the gross violation of their constitutional rights. As long as I am the mayor of Tsarevo Municipality, I will not allow any minister to mess with the rights of the residents of this municipality, established in the Constitution of the Republic of Bulgaria.
