Two more of the ten dams repaired by the state company “Montazhi” are empty – Zlati Voyvoda 3 Zlati Voyvoda 4. At the top of the New Year, on December 31, they were handed over by “Montazhi” to DKK and then, to this day, are not handed over to the state enterprise for management and administration of dams. Everything is paid for by them, but they have not yet come into operation and by law there can be no water in them and they can be used for any purpose. For me, this is homelessness.
This was announced by the Minister of Economy Kiril Petkov at a briefing. Before visiting these two dams near Sliven, over the weekend Petkov also inspected Pazar Dere near Lovech, which he described as a “puddle”.
The price for transport per tonne-kilometer, as well as for concrete during the repair of all three dams was the same – BGN 1.16 and BGN 214 per cubic meter, respectively, and the latter does not include transport, formwork and reinforcement.
These two dams are in Sliven and the third in Lovech – BGN 1.16 price per ton kilometer for transport, the same amount. For concrete, the prices of all three BGN 214 per cubic meter do not include the transportation of BGN 33, neither the formwork nor the reinforcement, the Minister concluded. According to him, these prices are 5 times higher than the market prices for transport, and for concrete – by BGN 100.
Apart from the fact that the dams were handed over after New Year’s repairs, it was also suspicious that the same company carried out all three repairs. Over 82% of all Montage contracts were awarded to 6-8 companies.
“Today I will ask DKK to explain to me why it has not handed over these 3 dams for 6 months, why the prices are at these high levels. We will put the financial inspection to check them. From now on every contract will go through the commission for transparency and control. I will also send the results of the report to the prosecutor’s office, “the minister said.
Asked if he would resign, Petkov said these companies have their own supervision and managers.
