This is the first time that North Korea has mentioned’building a strong national defense capability’ in the party agreement. It is very likely that the part of the previous rule (2016) was revised, “to drive out the US-made aggression force from South Korea and end all kinds of foreign domination and interference.”
The stipulation of “building defense power” in the party agreement means that the increase in armed force will become a key pillar of North Korea’s future policy. Here,’defense force’ includes nuclear force as much as Chairman Kim directly mentioned the development and improvement of nuclear submarines, multiple warheads, and intercontinental ballistic missiles (ICBM) at the party conference.
Chairman Kim mentioned denuclearization in his New Year’s address in January 2019, when North Korea-US relations were at an ice age, saying, “If the US misjudges and forces it unilaterally, we can find a new path.” Now, two years later,’Republican Armed Forces’ and’Building National Defense Forces’ have clarified what the’new path’ is. Chairman Kim said at this party conference, “I will deal with the United States on the principle of strong versus strong, good versus good,” and said, “We will continue to focus on subduing and subduing the US, the largest main force,” .
