In North Korea, dogs are still a source of food for most people, but for the richer elite, pets have become a symbol of status in recent years. Pet ownership in the DPRK is subject to trends. Prohibitions and permits have alternated since the 1980s, and Kim Jong-un “domestic dogs” have been allowed to breed again after taking office in 2012. So the recent ban can also be interpreted as a sign of insufficient food supplies.
