Governor Kim pointed to a picture frame hanging at the conference venue and asked, “Is that T-shirt really signed by Pele?” President Goudifying said, “This is a gift that Pele left after visiting the IDB and giving a lecture to the employees. “It is a very historical item,” he said.

Governor Goudfiing is a Brazilian national and served as the governor of the Central Bank of Brazil. With ‘The Emperor of Soccer’ as the theme, the atmosphere flowed naturally from the first meeting.

Governor Kim said, “I am very happy to visit the IDB. It feels like it has been a long time since I came,” recalling the relationship he had with the IDB during his time as Deputy Prime Minister for Economic Affairs and working at the World Bank.

In particular, he introduced that he met with former President Moreno, the predecessor of President Goudfining, at the Davos Forum in January of this year and once in Seoul, and that he also gave a lecture in Buenos Aires, Argentina at the invitation of the IDB 17 years ago.

IDB was established in 1959 for economic and social development in South America and the Caribbean, and 48 countries are member countries. Major business areas include expanding trade and strengthening cooperation in development policies between member countries, promoting public and private capital investment for development purposes, supplementing investment activities in the private sector that has difficulty raising financial resources, and managing available resources through loans and payment guarantees.

Governor Kim asked one by one the economic situation of Latin American countries such as Brazil, Argentina, and Mexico, and President Ylang Goudfaing explained in detail.

President Goudfiing said, “(Although there are differences between each country), based on the data, it seems clear that several countries are growing rapidly, with Brazil and Mexico leading the growth.”

President Goudfiing then introduced his experience attending the Korea-Latin America Biz Summit held in Korea last year and highlighted his ties with Korea.

In response, Governor Kim said, “I heard that Naver was also there when you came to Korea last year, and Naver is right in Gyeonggi-do. Gyeonggi-do is the largest local government in Korea, with about 27% to 28% of the population living in Gyeonggi-do, and the center of all economy and industry.” He said.

On this day, Governor Kim proposed a triangular economic cooperation plan linking ‘Gyeonggi Province-IDB-Central and South America’, and the IDB President also responded positively.

Governor Kim said, “I heard that among the IDB’s areas of interest are ‘digital economy’ and ‘climate tech’, and Gyeonggi-do is the center of various industries such as semiconductors, bio, mobility, AI, and climate tech.” “I hope that cooperation will be further strengthened, especially in the areas of the digital economy and climate technology,” he said.

President Ilang Goudpaying expressed sympathy and emphasized, “Digital transformation is happening rapidly in the IDB region and Latin America, especially in the area of climate response, so it is an important area that we are paying attention to.”

He responded, “Cooperation with Korea is very important, and the IDB considers communication and cooperation with local governments important.”

Governor Kim then suggested, “At this time, let’s form a working-level consultative body between Gyeonggi Province and the IDB to further discuss cooperation on digital transformation and climate technology.” In addition, a suggestion was made to include ‘youth exchange’.

Gyeonggi Province is conducting a project to send youth volunteers to about 10 universities in various countries around the world, including the United States, the United Kingdom, Singapore, and China, and the proposal is to do the same with Central and South American countries.

When Governor Kim emphasized, “If a working council is established, ‘youth exchange’ can be considered as the (three major) agenda along with ‘digital transformation’ and ‘climate tech’,” and President Goudifying said, “It is a great start for the IDB.” “I think it would be a good field to work in,” he said, expressing sympathy.

Governor Kim and President Goudifying immediately designated a working-level dialogue channel.

Next, when Governor Kim introduced various projects with Peru among Central and South American countries, President Goudifying said, “IDB also considers relationships with mayors of various cities to be important, so we could plan the business in a more ‘ambitious’ way.” “It’s the same,” he responded.

Then, he said, “I think there would be an incentive to gather mayors from Chile, Uruguay, Mexico, and the Caribbean in addition to the Peruvian mayors and visit Korea once to learn about technology and digital transformation and learn more about Korea.” Governor Kim also said. expressed a sense of welcome.

After expressing his gratitude for Governor Kim’s visit, President Goudifying said, “It was a productive conversation,” and Governor Kim said, “Suwon is a beautiful city where tradition and modernity harmonize, and I would like to host a dinner at the official residence.” “He conveyed his meaning.
