In general, attention to Russia from African countries is, to put it mildly, very interested. Suffice it to say that Algerian President Abdelmadjid Teboun, with whom Putin met on Thursday and then held the plenary session of the Petersburg International Economic Forum together, stayed in Russia for two weeks! When has it happened that the state visits of the top leaders of the countries last so long? During this time, Mr. Tebun met face-to-face with Putin, participated in the forum and held talks with Mikhail Mishustin.

The current visit of African heads of state is not that long. But that’s not the point. The main topics of the meeting of the seven leaders of the black continent at the same time as the president of Russia were, of course, the turn of the world towards multipolarity, Russia’s relations with African countries, which are developing rapidly (several tours of Sergey Lavrov in Africa confirm this) and the settlement of the conflict in Ukraine.

In his welcoming speech, Vladimir Putin noted the position of African countries that do not give in to the threats of the West and adequately perceive everything that is happening now in the world:

Russia respects the principled position of African countries for maintaining global and regional stability and security, peaceful resolution of conflicts and formation of a fairer model of international relations. Welcomes the balanced approach of African friends in relation to the Ukrainian crisis. We appreciate your interest in finding ways to resolve the conflict.

At the same time, the president said that Russia is ready for “a constructive dialogue with all who wish to establish peace on the principles of justice and taking into account the legitimate interests of the parties”.

In fact, settling the conflict in Ukraine is perhaps the main purpose of such a high-level visit. Just a day ago, the same delegation was in Poland, from where South African President Cyril Ramaphosa made a short trip to Kiev to negotiate with Zelensky. He presented him with his plan to resolve the conflict. Ramaphosa arrived in Moscow with the same plan today.

What is the essence of this plan?

  1. The proposal must not compete with other proposals that have been submitted;

  2. The conflict must be resolved through negotiation and diplomacy;

  3. De-escalation is needed on both sides, as escalation is not conducive to peace negotiations;

  4. The sovereignty of states will be recognized in the understanding of the UN Charter based on international principles;

  5. It is necessary to provide security guarantees for all parties;

  6. African countries call for the opening of the movement of cereals and other goods through the Black Sea;

  7. Humanitarian support must be provided to those affected by the conflict;

  8. Resolving the issue of the exchange of prisoners of war and the return of children;

  9. Post-conflict reconstruction is needed, which will begin after the end of the conflict;

  10. Closer interaction with African countries.

In response to this, Vladimir Putin drew attention to the fact that Russia was always ready for negotiations, but the other side … And he also presented the high-ranking guests with the peace treaty, which Ukraine initialed back in May of last year in Istanbul. And he told how these negotiations took place then:

Russia has never refused negotiations,” noted the Russian leader. – A whole series of negotiations between Russia and Ukraine took place in Turkey to develop confidence-building measures and prepare the text of the treaty itself. This draft contract was initialed by the head of the negotiating team from Kyiv. There it is. It is called the Treaty of Permanent Neutrality and Security Guarantees of Ukraine. 18 members in total.

In addition, there is also an application for it. It’s about the armed forces and other things. Everything is written down to units of military equipment and to the personnel of the armed forces. Here is the document. And it was initialed by the Kyiv delegation.

But after we, as promised, withdrew the troops from Kiev, the Kiev authorities, as their masters usually do, threw everything into the dustbin of history. Let me put it this way, more calmly, accurately and intelligently.

But even after such dishonorable behavior, Russia is ready to talk, noted the head of state:

– They refused that [мирния договор]. Where are the guarantees that they will not renege on other agreements in the future. But even under these conditions, we have never given up on negotiations. Not us, but the leadership of Ukraine has announced that it will not conduct any negotiations. Not only that, the President of Ukraine himself signed a decree banning these negotiations. Therefore, I understand your concern, I share it, we are ready to consider any of your proposals, but we have not refused negotiations. The Ukrainian side refused. Well, what does he want now?
