Little Neilyhah, kidnapped Thursday January 18, 2024 from Meaux hospital (Seine-et-Marne) has been found. This is the news announced this Friday, January 19, 2024, by the public prosecutor of Meaux, at a press conference.
A few hours earlier, the Ministry of Justice had activated the Abduction Alert plan, after the disappearance of this one-month-old baby.
The kidnapped baby found in Seine-Saint-Denis
The infant was found, with his mother, shortly before 7 p.m., in the town of Sevran (Seine-Saint-Denis). It was a passerby who alerted the authorities after recognizing the 21-year-old woman, Tracy (nicknamed Chelsea) Ngoie, in the streets of Sevran.
“The lady saw her in the street, approached, questioned the mother about her identity, and understood that she was the person they were looking for,” explains Jean-Baptiste Bladier, public prosecutor of Meaux. The suspect was detained in Sevran before the arrival of the authorities.
At the same time, the police had spotted the mother, who had just turned her phone back on, using geolocation. “I can only rejoice that this system has enabled the happy outcome of this criminal offense,” continues the prosecutor, who indicates that the kidnapping alert has now been lifted.
The mother had lost custody
The mother gave birth to this little girl on December 16, 2023. Since then, the infant was still kept at Meaux hospital. One month later, on January 16, 2024, the mother lost custody of her child following a temporary placement order.
The hospital staff would have expressed their concern, in particular because of the brutal behavior of the young mother towards her child, but also because of her personal situation. She is homeless, but has a postal address in Seine-Saint-Denis.

Very quickly, Tracy Ngoie was put in contact with social assistance to support her and enable her to regain custody of Neilyhah.
Despite this assistance in place, the mother decided, Thursday January 18, 2024, before 8:30 p.m., to kidnap her daughter, over whom she no longer had parental authority.
She was arrested and taken into custody at the Sevran police station.
