Kerala’s Brain Drain Crisis: Why Students Are Flocking Abroad for Higher Education

Finance Minister K.N. Balagopal stated in this year’s state budget that the government is focusing on retaining the youth in the state by providing more employment opportunities and facilities. The High Court also pointed out that the lack of infrastructure and aesthetics in our cities is the reason why the youth are moving away from the country. Why foreign universities are welcome in Kerala? What makes our children dependent on foreign countries for higher education? Harilal Madhavan, a professor at the School of Humanities at the Indian Institute of Science Education and Research (IISER) in Thiruvananthapuram, refers to this upward trend in migration as brain circulation.

Currently students from Kerala have migrated to 54 countries. According to a study by the Center for Development Studies, about 1.5 million people from Kerala are working or pursuing higher education abroad. It is estimated that 12 percent of the graduates from Kerala universities have pursued their education abroad. Among them, US, UK and Australia are the most popular countries. The Ministry of External Affairs also reports that 30,948 students traveled abroad from Kerala in 2019.

Telangana and Andhra Pradesh sent the highest number of students abroad last year. This is 12.5 percent of the students who left India for foreign education. The top states in India in terms of students going abroad are: Punjab, Telangana, Maharashtra (12.5 per cent), Gujarat, Delhi, Tamil Nadu (eight per cent), Karnataka (six per cent) and 33 per cent from other states. If the number of Indian students abroad was 40 lakh in 2012, it will exceed 75 lakh in 2025. Data submitted by the Ministry of Education to Parliament in February showed a 68 percent increase in student numbers.

According to NORCA (Non-Resident Keralites Affairs) and Ministry of External Affairs records, North Korea is the only country where there are no Keralites. In other words, there are Malayalis in 194 countries out of 195 countries in the world! According to a study report by the Center for Public Policy Research (CPPR), most of the young people who migrate for study abroad come from families with an annual income of less than five lakh rupees. It means that most are not of high financial means.

Mathew Kuzhalnathan MLA made a speech in the assembly bringing to public attention the increasing number of students going abroad for higher studies from Kerala.

“The average salary offered to a candidate with an MBA and Civil/Mechanical Engineering degree in Kerala is Rs 10,000-14,000. Because of this, a kid who passes Plus Two in the state should consider going abroad anyway. Meanwhile, IT professionals in the private sector are paid a reasonable salary. .

The Kerala government claims to have provided employment to one lakh people in the last five years. 20,000 jobs per year. According to the State Planning Board Report 2021, in 2020-21, 1,01,686 students took admission in arts and science colleges and 27,916 students in engineering colleges in the state. Meanwhile, take a look at the number of people who chose to study abroad during this period: US – 4,65,791, Canada -1,83,310, UAE – 1,64,000, Australia -1,00,009, Saudi – 65,800, UK – 55,465, Qatar – 46,000, Germany – 34,864, Georgia – 14,000, France – 10,003. Others migrated to New Zealand and Ireland

The reason why children choose to study abroad is the lack of suitable jobs in Kerala. The second reason is the high quality of foreign education. Other reasons are poor wages, adverse social conditions, better social status in the country, gender bias etc. Most students study abroad without scholarships. They get money for expenses from family or through loans.

A problem with the Indian education system is that academic institutions only offer the most popular STEM (Science, Technology, Engineering and Mathematics) courses. A subset of Indian students who want to take a non-traditional path are constantly looking to promote their higher education abroad because they want to pursue their desired course of study.

The program is not widely offered in the country. Even if the course is offered, universities in India lack the expertise and accreditation to prepare individuals capable of further professional advancement.

In 2020-21, the number of students who passed the 12th class examination under Kerala Higher Secondary, VHSE, CBSE and ICSE boards was 4,23,2028. If one-fourth of these students move abroad at some stage of their academic career – for degree, PG or PhD, it will cause major economic and social changes in Kerala society. Student migration is a worldwide phenomenon. According to the central government, 6,46,206 students left the country till November of the last academic year alone. Of this, only four per cent came from Kerala and 12 per cent from Andhra Pradesh.

We should be able to keep the students in their home country by providing them with better educational facilities, job opportunities and better quality of life. Government policies to increase the number of opportunities, improve living and working conditions, and reduce corruption will reduce foreign migration of students. Another major issue is education loan repayment. This also needs to be resolved.
