Kemendikbudristek denies the price of a red and white laptop is Rp. 10 million

Jakarta (Lampost.co) — The Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) confirmed that the price of domestically produced Red and White laptops (PDN) was not priced at Rp. 10 million. The figure of Rp. 10 million is the average price of a laptop and its supporting Information and Communication Technology (ICT) devices such as wireless routers, projectors, connectors, headsets, printers, scanners, and projector screens.

“So the average price is not Rp. 10 million for one laptop, it really depends on the price in the e-catalog. The price is around Rp. 5 million to Rp. 6 million,” said Head of the Planning Bureau of the Ministry of Education and Culture, M. Samsuri to Media Indonesia, Tuesday, August 3, 2021. .

This also confirms the information circulating that the price of one Red and White laptop is very high. In fact, this is not the case and the procurement of laptops is an effort by the government to encourage PDN spending, especially in the education sector for ICT products.

“The procurement of ICT goods for the digitization of education supports domestic products, so that it is in line with the government’s program so that we become the driving force for the progress of our own country,” he added.

Furthermore, Samsuri said that any party wishing to participate in the procurement of goods/services must participate in the auction process to then be registered and provide products in an e-catalog according to the standards of the Government Goods/Services Procurement Policy Institute (LKPP).

In addition, the domestic ICT industry that will participate must also coordinate with the Ministry of Industry so that its products meet the provisions of the Domestic Content Level (TKDN).

Regarding funds for this program, he explained that for 2021 the budget was Rp. 3.7 trillion, which consisted of two allocations. The first is from the Kemendikbudristek (Central State Budget) budget of Rp. 1.3 trillion, and the second is Rp. 2.4 trillion from the 2021 Physical Special Allocation Fund (DAK).

ICT spending through the 2021 APBN worth Rp1.3 trillion was used to meet the needs of 12,674 schools ranging from elementary, junior high, high school, and special education levels, namely for the purchase of 189,840 laptops, 12,674 access points, 12,674 connectors, 12,674 projectors, and 45 speakers. Meanwhile, ICT spending through Physical DAK worth IDR 2.4 trillion in 2021 has been regulated through Minister of Education and Culture Regulation number 5 of 2021. This allocation regulates financing plans for 16,713 schools in the form of 284,147 domestically produced laptops with TKDN certificates and also supporting equipment such as 17,510 wireless routers, 10,799 projectors and screens, 10,799 connectors, 8,205 printers, and 6,527 scanners.

“Procurement of Physical DAK is carried out by the regional government by referring to the specifications and list of items listed as an attachment to the Permendikbud. The procurement of ICT equipment for the education sector must also meet the standards of the LKPP with transparent and accountable principles,” explained Samsuri.

“If the procurement is carried out by the regional government, then the supervision will be joint from the regional government, the Ministry of Home Affairs, the Ministry of Finance (monitoring) and the Inspectorate General of the Ministry of Education and Culture,” he said.
