Medical authorities earlier said there were 14 survivors.
“According to the first information from the Azerbaijan side, there were 62 passengers and 5 crew members on board,” the ministry added in its statement.
For its part, Azerbaijan Airlines announced that it was an Embraer 190, which “made an emergency landing”.
Kazakh authorities said they began looking into various possible versions of what had happened, including a technical problem, Russian news agency Interfax reported.
