In Zhanaozen, a state of emergency was introduced by presidential decree, which will last until January 5, 2012. This step, according to Nursultan Nazarbayev, is aimed at restoring the city’s economy (pogromists set fire to buildings and cars, looted shops and ATMs) and ensure the safety of its population.
A commission created on behalf of the head of state must investigate in detail what happened and take measures to identify and punish those responsible for the riots. The Prosecutor General’s Office has already stated that the police’s use of firearms was forced: the first shots, according to this version, were fired by riot participants.
According to preliminary data, the aggravation of a protracted conflict between employees and the management of one of the local oil companies could be used for their own purposes by certain criminal elements.
