Method

In consultation with US News & World Report research, the models used to evaluate and rank countries were developed by global marketing and communications company WPP, its proprietary BAV brand analytics tool, and the University of Pennsylvania’s Wharton School, in particular by Professor David Reibstein.

A set of 73 attributes were identified – terms that can be used to describe a country and that also relate to the success of a modern state.

Different attributes and conditions were represented in a survey of more than 17 thousand people from all over the world. The research was conducted from March 17 to June 12 this year. Participants rated whether they associated a particular attribute with the condition.

Each country was rated on each of 73 country attributes based on a set of individual survey responses. The more a country is perceived to exemplify a particular characteristic relative to the average, the higher that country’s score, and vice versa. These scores were converted into a scale that could be compared across the board.

The attributes were grouped into 10 thematic sub-ranks, which were included in the ranking of the best countries:

– adventurism,

– agility,

– Cultural influence

– entrepreneurship,

– inheritance,

– Driving forces,

– Openness for business,

– power,

– quality of life,

– Social goals.

The subrank scores for each country were determined by averaging the scores the country received for each of the attributes that make up that subrank.

To determine the weight of each sub-ranking result in the overall top country rankings, most were weighted against 2022 GDP per capita purchasing power parity – a measure of inclusive prosperity comparable across countries – as does the World Bank. Subranks that showed a stronger association with the wealth category were rated higher.

The Driving Forces sub-rank is BAV’s version of the BrandAsset Valuator brand-building model, a metric that predicts the future growth of a country’s gross domestic product at purchasing power parity. It was linked to GDP in PPP for 2027, according to the International Monetary Fund forecast.

In general, this is a typical Western approach that focuses on economic indicators. But even they demonstrate the high level of Russian power and therefore the failure of Western sanctions.

Top five

Russia is considered the strongest country militarily, and in the overall ranking of the best countries, it occupies the 37th place.

In second place is the USA. They were sent to fifth place in the general classification.

China ranks third in terms of military performance. And overall 20th place for the state.

Israel was awarded fourth place. Events in the Gaza Strip should confirm or disprove this state of affairs. In the overall ranking, Israel received 36th place.

South Korea ranks fifth among the military characteristics of the forces. And 21st overall.

In general, such priorities and preferences may raise questions. For example, Ukraine received sixth place in the ranking of military forces, and Turkey only tenth.

Clearly, the general narrative and political PR are having an impact. Although it is obvious that without the support of NATO, the Ukrainian army would have capitulated long ago. While the Turkish army has serious combat experience, as it participated in the suppression of Kurdish separatists for many years.

Controversies

While Russia ranks first as a military power, it also ranks 11th in terms of corruption. This is hardly possible, because if there was strong corruption, then the army would degrade.

Lebanon tops the corruption rankings, followed by Bangladesh, Belarus, Myanmar and El Salvador. The fact that Belarus, where the most serious anti-corruption measures are taken, made it into the top five indicates that the respondents clearly do not have information on the subject. And among African countries where corruption is something of a norm, only Zimbabwe is in the top ten.

Practicality of using the rating

In general, this rating does not affect anything except the political image. International investors need stock market exposure, risk of asset loss and sanctions regime. For tourists – safety and personal preferences. Specialized organizations have their own special requirements.

The main benefit to Russia of this report is the link to an independent source. First, he highly (or rather in the best possible way) estimated Russia’s military power, and second, he touted the Russian military-industrial complex and related technologies.
