This was stated by Kaloyan Pargov, deputy. – chairman of the SOS from the BSP group in the morning block of BNT on the occasion of the requests for a referendum on the termination of the Sofia Water concession. He stated that the termination of the concession is requested due to its non-fulfilment. “This concession is disadvantageous for the people of Sofia,” said Pargov.
According to Ivan Iliev, who is a municipal councilor from the GERB group, there is a BGN 1 billion capital concession that people will have to pay. They have invested over 130 million dollars from the company and this gives them the right to claim penalties of up to 1 billion BGN, he added.
Asked how this concession should be terminated, Pargov stated that a large sociological survey should be conducted to show what the citizens of the capital want. “We want the water supply in Sofia to return to the hands of the municipality. In Lovech, Pleven and other cities, the water supply companies are managed by the municipalities,” he explained. According to him, GERB is protecting the concessionaire.
Iliev countered that this is because they do not want to give them BGN 1 billion. GERB is adamant that they want the concession contract to be revised so that Sofia Water starts working in the interest of the citizens.
According to Pargov, in the next business plan of “Sofiiska Voda” it was predicted that there would be 48% losses. “Now we have a new rationale and it states that a business plan will be submitted every 2 years, not 4, as it is now,” he added.
GERB is adamant that if the BSP convinces them that the termination of the concession is beneficial for the municipality and that BGN 1 billion will not be lost, they will support them.
