The Balkans need cooperation and partnership, unification. People’s diplomacy can be the basis of such a union. A federation of non-governmental organizations from the various Balkan countries would be a good start for achieving quite a few goals in each sphere. This was stated by the chairman of the BSP – Sofia Kaloyan Pargov during the conference “People’s diplomacy as a factor for the development of dialogue, expansion of international socio-economic relations, strengthening of security and stabilization of peace on earth” organized by Prof. Dr. Zahari Zahariev in BAS. It was attended by diplomats, politicians, scientific, cultural and public figures, analysts and specialists from Bulgaria, Russia, Europe and Asia.
According to Pargov, a Balkan federation of non-governmental organizations would be a good network and basis, including in the context of Bulgarian-Russian relations. “This will be a basis, but not for putting pressure on governments, but a tool for solving problems and building bridges with a view to preserving peace, economic cooperation and prosperity in the region,” he explained.
The leader of the capital’s socialists believes that there is still much to be desired in the relations between Bulgaria and Russia. “More efforts are needed in laying the foundations of this civil mass to actively participate in the development of these relations from the point of view of dialogue in every aspect, not only political,” he stated.
“People’s diplomacy and dialogue between Bulgaria and Russia is severely disrupted these days, in the context of this geopolitical confrontation with the USA,” said Pargov.
According to him, the meeting between Presidents Joe Biden and Vladimir Putin clearly outlined two perspectives. “They are, unfortunately, mutually exclusive from the point of view of the idea of the construction of the world, of a new world order and the relationships of the various players in it. This cannot happen without the people. We’re talking about a much broader public opinion on these global tasks and on this big geopolitical issue. On the one hand, we have globalism, we are turning the world into a global village, a blurring of borders, of traditions, of order and orders established and imposed over centuries. On the other hand, we have the idea of the sovereignty of the individual countries and their equal treatment internationally,” Pargov believes.
He believes that civil society can and should be a partner and participant in this entire process. “I would very much like for the Russian side to have a stronger participation in the form of non-governmental organizations that successfully take part at every level – regardless of whether it is for a specific purpose or within the framework of culture,” Kaloyan Pargov also stated.
According to him, the active role of the Russian state in supporting this process is extremely important for stimulating civil society and all those who think in this direction. “The activity of the Russian side in forming public diplomacy and supporting the initiative will be the important tool for achieving the goals and tasks related to strengthening the dialogue and cooperation between Bulgaria and Russia. There are many occasions for this to happen. First of all, it is culture,” added the leader of BSP – Sofia.
“Otherwise, other forces, other centers of power, which are much more active, will overtake us in this mission, imposing their agenda and their vision of the construction of the world,” believes Kaloyan Pargov.
