In a keynote conference on judicial reform, at the Tec de Monterrey, he explained that there will be a total of 16 positions whose electoral constituency is equivalent to that of the Presidency. “That is, we are not going to have one election equivalent to the President of the Republic, but 16,” which implies “a lot of work and many functions that the INE is not normally used to doing because so far we have not had an election of this kind.” style”.

De la Mata referred to the problems that have to be resolved in the process. First of all, he said, the electoral geography, since it does not coincide with the judicial geography.

The first, he pointed out, has to do with a population criterion, while the judicial geography with the workloads of the district courts and the collegiate courts.

In the case of Durango, he exemplified, there are four federal electoral districts, but there is only one judicial district made up of only 30 of 39 municipalities, that is, nine are in another state of the Republic.

“The question is, how long is it going to take the INE to carry out this electoral geography? The last time it was done it took three years,” he questioned.

The magistrate also discussed the issue of electoral campaigns, financing and their oversight. “How are they going to be able to finance the candidacies? Well, it seems like only from their own pockets… So, are they only going to be the rich? Or those that hide black money better? Does the legislation then privilege those who have greater resources to launch themselves, does it encourage the illicit obtaining of resources?

Regarding the electoral ballots, De la Mata gave the case of Mexico City as an example. “We will receive almost 200 ballots, because in the first judicial circuit established in the city we have just over 350 judges, half would be just over 170, plus the nine ministers,” those of the disciplinary court, among others.
