The blast occurred in a district of Kabul that is mainly inhabited by the Hazara people.
The man who was killed was Hamid Seighani, a well-known journalist in Afghanistan who worked for the television network Ariana.
“Unfortunately, we have lost another reporter,” the Afghan journalists’ organization AFJC wrote on Twitter.
Since the Taliban took power on August 15, there have been many bombings in the country. But Kabul has largely been spared.
The Hazaras are an ethnic Shia Muslim minority that has been attacked several times in recent years by IS-affiliated groups in Afghanistan.
