Jokowi Will Disband State Institutions Again This Year, What Is It?

Minister for Administrative Reform and Bureaucratic Reform (MenPAN-RB) Tjahjo Kumolo said there would be another dissolution of non-structural institutions (LNS) this year. This was revealed by Tjahjo in a working meeting with Commission II of the DPR RI, Tuesday (8/6) this afternoon.

“Hopefully, in the middle of the year until the end of the year we will submit to the DPR proposals for agencies, institutions that may be abolished but must be discussed together with the DPR,” said Tjahjo in a working meeting with Commission II of the DPR RI, Tuesday (8/6/2021). ).

Tjahjo said, the goal is for an efficient bureaucracy and the state can save more on the budget spent. Tjahjo also admitted that he had pocketed a list of institutions that were ready to be disbanded. However, the government is still delaying the dissolution process because it is still hampered by technical issues.

“Indeed, we canceled something yesterday, but it was revoked because it is related to donor countries. This agency can be abolished, integrated into echelon I ministries, but related to donor countries who don’t want to go through the government, they have to be held,” he said.

Tjahjo gave an example that there is one agency in a ministry that is ready to be dissolved. It has even been agreed with the minister in the ministry. However, due to technical problems, the disbandment was postponed.

“There is one ministry that we have agreed with the minister to abolish one agency because there are 3-4 echelon I bodies, but apparently there is one sentence listed in the paragraph in the law, it must be approved by the DPR,” he said.

As is known, in 2020 President Joko Widodo (Jokowi) has removed 14 LNS through Presidential Regulation (Perpres) No. 112 of 2020 and Presidential Regulation No. 82/2020. Prior to that, Jokowi had several times carried out similar disbandments.

In 2014, as many as 10 LNS were dissolved through Presidential Decree No. 176/2014. Then in 2015 as many as 2 LNS were dissolved through Presidential Decree No. 16/2015. Then, in 2016 as many as 9 LNS were dissolved through Presidential Decree No. 116/2016. Then, in 2017 as many as 2 LNS were dissolved through Presidential Decree No. 124/2016 and Presidential Regulation No. 21/2017.

That way, from 2014 to 2020, there have been 37 non-structural institutions (LNS) that were dissolved by President Jokowi.
