President Joko Widodo issued Presidential Regulation Number 110 of 2021 concerning the Ministry of Social Affairs (Ministry of Social Affairs). One of the points in the presidential regulation is the addition of the position of deputy social minister.
The position of Wamensos is stated in Article 2 of Presidential Regulation Number 110 of 2021. This rule does not exist in Presidential Regulation Number 46 of 2015 concerning the Ministry of Social Affairs.
“In leading the Ministry of Social Affairs, the Minister may be assisted by a deputy minister in accordance with the appointment of the president,” reads Article 2 paragraph (1) of the Presidential Decree uploaded by Cabinet Secretariat, Thursday (23/12).
The deputy minister of social services is appointed and dismissed by the president. IT officials are positioned below and are accountable to the social minister.
The Deputy Minister of Social Affairs is assigned to assist the Minister of Social Affairs in leading the implementation of the Ministry of Social Affairs’ duties. The scope of the Wamensos duties is regulated in Article 2 paragraph (5) of the Presidential Regulation.
“The scope of duties of the deputy minister as referred to in paragraph (4), includes:
a. assist the minister in the formulation and/or implementation of policies of the Ministry of Social Affairs; and
b. assisting the minister in coordinating the achievement of strategic policies across organizational units for middle high leadership positions or echelon I within the Ministry of Social Affairs,” the paragraph reads.
The position of deputy minister of social affairs adds to the long list of vacant deputy ministerial positions. Until now, there are seven vacant deputy minister seats in Joko Widodo’s government.
The vacant positions are deputy minister of employment, deputy minister of cooperatives and small and medium enterprises (Kop UKM), deputy minister of industry, and deputy minister of energy and mineral resources (ESDM).
In addition, the deputy minister of education, culture, research, and technology (Dikbud Ristek); deputy minister of social affairs; as well as the deputy minister for the utilization of state apparatus and bureaucratic reform (Pan-RB).
Minister of State Secretary Pratikno said the positions were provided so that the government would be dynamic. The position was created although not necessarily filled.
“In the institutional presidential regulation, several ministries do have deputy ministerial positions, but not all of them are filled. Filled according to need,” said Pratikno at the Presidential Palace, Jakarta, Wednesday (1/12).
