Jakarta, CNBC Indonesia – President Joko Widodo (Jokowi) formed the Committee for the Fast Train Between Jakarta and Bandung. The formation of the committee is contained in Presidential Regulation Number 93 of 2021 concerning Amendments to Presidential Regulation Number 107 of 2015 concerning the Acceleration of the Implementation of Fast Train Infrastructure and Facilities between Jakarta and Bandung which was signed by Jokowi on Wednesday (6/10/2021).
The committee itself is chaired by the Coordinating Minister for Maritime Affairs and Investment General TNI (ret.) Luhut Binsar Pandjaitan.
“And consisting of the Minister of Finance (Sri Mulyani Indrawati), the Minister of State-Owned Enterprises (Erick Thohir), and the Minister of Transportation (Budi Karya Sumadi), hereinafter referred to as the Committee,” reads Article 3A of the presidential regulation.
The Committee has the task of:
a. agree and/or determine the steps that need to be taken to overcome the part of the liability of the joint venture company as referred to in article 1 paragraph (3) in the event of a problem of increasing and/or changing costs (cost ouemtn) of the high-speed rail project between Jakarta and Bandung which includes:
1. change in the ownership portion of the joint venture as referred to in Article 1 paragraph (3) in the joint venture as referred to in Article 3 paragraph (2) and/or
2. adjustment of the requirements and the amount of the loan received by the joint venture as referred to in article 3 paragraph (2)
b. stipulate the form of government support that can be provided to overcome the part of the obligations of the joint venture company as referred to in article 1 paragraph (3) in the event of a problem of increasing and/or changing costs (cost ouemtn) of the fast train project between Jakarta and Bandung which includes:
1. a plan for the participation of state capital to the leadership of a consortium of state-owned enterprises for the purposes of the high-speed rail project between Jakarta and Bandung;
2. granting government guarantees for the obligations of the leadership of the consortium of state-owned enterprises, if necessary, for the fulfillment of capital for the high-speed train project between Jakarta and Bandung.
“Further provisions regarding the Committee as referred to in paragraph (1) shall be regulated by a Regulation of the Coordinating Minister for Maritime Affairs and Investment,” Article 3A Point 3 reads.
