Jakarta, CNBC Indonesia – One of the big projects of the Joko Widodo government is to move the capital of Indonesia from Jakarta on the island of Java to the island of Kalimantan. The project is also called the Archipelago Capital (IKN).

Furthermore, Jakarta will become an agglomeration area province after relinquishing its position as a special capital city or DKI region.

Agglomeration areas are defined as urban areas in the context of regional planning that unite the management of several city and district areas with their parent city, even though they are different in terms of administration.

This is contained in the draft Law (RUU) concerning the Special Region of Jakarta Province which has been agreed upon by council members as a bill proposed by the DPR’s initiative.

There will be a center for national economic growth on a global scale. It brings together government management, industry, trade, integrated transportation, and in other strategic fields to improve the economy and national prosperity.

In article 51 paragraph 2 of the draft bill, for example, the agglomeration area includes not only Jakarta. But it also includes Bogor Regency, Tangerang Regency, Bekasi Regency, Cianjur Regency, Bogor City, Depok City, Tangerang City, South Tangerang City and Bekasi City.

Looking back, US President Joe Biden once mentioned the condition of Jakarta. In 2021, Biden warned that Jakarta would sink in the next 10 years.

He said this when talking about climate change in a welcoming speech at the office of the US Director of National Intelligence at that time.

According to him, climate change is the biggest threat due to climate change which is currently haunting the entire world. Climate change is causing sea levels to rise and will cause thousands of people to lose their homes, livelihoods and lives.

“If, in fact, sea levels rise another two and a half feet, you will have millions of people migrating, fighting over fertile land,” he said in the speech, as published by whitehouse.gov.

“What happens in Indonesia if the projections are correct that, in the next 10 years, they may have to move their capital because they will be underwater?” he added.

Biden’s remarks are not without reason. The US Space Agency, NASA, said that increasing global temperatures and melting ice sheets mean that many coastal cities such as Jakarta are facing a greater risk of flooding and sea water overflows.

NASA said an average global sea rise of 3.3 mm per year and signs of rainstorms becoming more intense as the atmosphere warms, would make flooding “commonplace”. Since the 1990s, major floods have occurred in Jakarta and the 2007 rainy season brought damage with 70% of the area submerged.

NASA also uploaded Landsat images showing the evolution of Jakarta in the last three decades. The clearing of forests and other vegetation with impermeable surfaces in inland areas along the Ciliwung and Cisadane rivers has reduced the amount of water that can be absorbed.

This causes overflows and flash floods. The Jakarta area’s population more than doubled between 1990 and 2020, leading to more people crowding the high-risk flood plains.

This is then exacerbated by river channels and canals which are periodically narrowed or blocked by sediment and rubbish. So it is very susceptible to overflow.
