The Minister of Pre-university Education and Literacy chaired this Friday, May 19 the end of the work of the 2022 joint sector review of education and training.
During this work, the participants looked at the evaluation of the annual performance of the ten-year education program (ProDEG) 2020-2029.
After three days of discussion, sharing and consultation, the participants made the following recommendations: the government to effectively increase the budget for education in the state budget in accordance with the commitments made at the New York summit; to convert Guinea’s debts to better finance the education sector; The private sector to contribute significantly to the financing of education through modalities to be discussed, including the collection of special taxes on certain products such as fuel, mining revenues; institutionalize meetings between the ministries of the sector, budget, economy and finance with the Prime Minister on the one hand and the President of the Republic on the other to discuss the financing of education policy; Build human resource capacity to facilitate the disbursement of BAS/FCE amounts; Enhance title 3 (goods and services); develop preschool by providing more subsidies; take into account the failure of schools for the allocation of the grant; indicate in the report the causes of the non-achievement of the indicators; take into account in new constructions people living with a disability; set up an inter-ministerial steering committee on the initial and continuing training of teachers; take into account in the PAAB of the ProDEG the activities of the roadmap on the extension of basic education from 6 to 10 years; put in place a strong leadership in connection with the reform on the basic state and if possible a technical team in charge of the reform; carry out an institutional reform to create a national digitalization directorate at MEPU-A; pool efforts for the digitalization of the education sector ».
In his closing speech, the Minister of Pre-university Education and Literacy thanked the participants for the quality of the work accomplished and for the results obtained.
Guillaume Hawing emphasizes that the recommendations made by the participants will ” assist in the implementation of projects and programs to achieve the objectives of the ten-year education and training program. Also, the strategic assessments of the various departments presented here, as well as the evaluation of the management indicators, justify the relevance of these recommendations. Moreover, it is important and imperative that this exercise be well mastered by the actors of the implementation of the ProDEG ».
In addition, Guillaume Hawing indicates that the ministries in charge of education and training undertake to work towards the implementation of the recommendations formulated by the participants.
He reassures that the Prime Minister and the President of the transition will take into account the recommendations made in order to ensure better education and training for young Guineans.
