The president, who will have difficulty finding political consensus with Republicans in the midst of a crisis, is demanding 61.4 billion dollars (half of which would be spent on weapons) for the Ukrainian war effort, 14.3 billion (including 10.6 in armament) to come to the aid of Israel.
